High Council
The High Council is made up of the active leaders in our high castes and sometimes lower castes. If there are no HOCs, then the caste will be represented by their assistant head of caste. The council or Ubar can decide to strip voting powers from AHOCs if they feel there is a lack of experience. It will then become an advisory role. Interested in being a leader ICly? See How.
