Selnar is a walled city on the Island of Cos. Arrival can only happen through the following methods:
Guarded Main Docks: The waters are patrolled. Arrival at the main docks would mean inspections of goods, persons, and warnings of our laws regarding non-ranged weapons.
Patrolled tunnel entrance: Although it is easier to smuggle certain goods, the area remains patrolled.
Land Gate (NPCed): While there is a road that connects all cities of Cos, it is well patrolled and the gate is well-guarded. Arrival at the land gate would mean inspections of goods, persons, and warnings of our laws regarding non-ranged weapons.
Slaves arriving to be sold would be taken to the kennels or sold privately. Slaves found with no owner are to be sent to the kennels. By law, unowned property is by default the property of the Ubar.
It is vital to read our rules and laws. Ignorance will not be an IC protection in all cases.
Ranged weapons are not allowed OOCly. You may be asked OOCly to remove it since keeping it is Godmodding our city entry guards.
Exotic pets would be kept in a warehouse until a permit can be approved for them.
No tarns can be flown in. Only warriors may fly their tarns.
Those who do not swear to the Home Stone of Selnar (Cos) do not enjoy the same privileges and protection. These visitors or residents could be punished more easily, rejected from castes or from owning businesses, or expelled.
"I am surprised to hear such sentiments," I said, "from those who must once have held and kissed the Home Stone of Ar." This was a reference to the citizenship ceremony, which, following the oath of allegiance to the city, involves an actual touching of the city's Home Stone. This may be the only time in the life of a citizen of the City that they actually touch the Home Stone. In Ar, as in many Gorean cities, citizenship is confirmed in a ceremony of this sort. Nonperformance of this ceremony, upon reaching intellectual majority, can he a cause for expulsion from the city. The rationale seems to be that the community has a right to expect allegiance from its members.

A visitor must choose to become a resident or sworn citizen in order to 'live' in Selnar.
A Merchant must choose to become a resident or sworn citizen in order to own (rent) a shop in Selnar.
Residency is gained through the Scribe Hall or caste leaders with a simple registration form.
Resident Restrictions: Caste Hall "job" Access and meetings are for SWORN citizens only. Residents can't attend Caste specific meetings, vote, or be part of the city caste. Residents will not have the same legal protections or due process. You will not be considered to be part of the Selnar caste system, though you still may operate in the city privately (your own business, clinic, etc).
In order to work in caste halls, you can petition for a private contract on a case-by-case basis. This must be approved by the Ubar or, if he decides, the High Council.
ALL of those who live in a house under their name (even if NPCed) are documented in some way.
Home Stone Citizenship does not pass through companionship. Children should swear to the Home Stone as adults.
Citizenship from other Cosian cities is accepted as long as you provide proof of your citizenship.
The ceremony can be NPCed, but the documentation MUST happen and be handed to someone in one of the below roles.

As stated above, to be a member of the Selnar Caste, you must be sworn or have an approved private caste contract. You will not have voting rights or be able to attend caste meetings. In some castes, you may not have access to advanced research or tools. If you are not sworn, you can not join the Warrior Caste at all.
This does not mean you lose your caste; it just means you must work outside of the city castes and start your own business or practice.
Why? Keep in mind that in Gor, your caste is through birth, especially a High Caste. Admittance to a new caste (especially a High Caste) undergoes scrutiny. We make it easier in SL Gor, but for this reason, we hold firm that we will only allow sworn citizens to operate in the city castes.
There are strict laws regarding the dress and behavior of women. Soon we will be providing one free outfit.
IC law: ALL women must have their hair up and off their shoulders. No ponytails,
IC Law: ALL High Caste women MUST wear veils and do NOT wear tight-fitting dresses nor pants in public. Veils can not be see-through.
Low Caste (merchant and below) do not have to wear veils, but their hair must still be up.
SOCIETY expects High Caste women to have their hair, necks, arms, and hands covered, but it's NOT the law. You may encounter being snubbed and judged the less you cover up. If you want to be High Caste, dress and act the part.
Low Caste may wear pants while actively working. Walking around in pants, especially in the High Caste areas, could draw unwanted attention.
Out of Respect, ALL Free Women should be veiled when attending High Caste functions or visiting the palace.
