To increase student knowledge of and comfortability with our governing systems. As a proud affiliate of the New Mexico YMCA Youth & Government and New Mexico Model United Nation programs, our goal is to increase civic engagement in our youth. Through thoughtful debate and unique simulations, students learn about international affairs and how to interact with the American Government. We are nonpartisan and aim to facilitate kind and productive political involvement, discussions and debate at Cibola High School.
We are the premier Political, Speech, or Debate club/organization at Cibola.
Cougar YAG as we know it, was founded in late 2022 by Josiah Ward, and Mrs. Lesley Valencia. However, Cibola had a YAG delegation prior to the Covid-19 Pandemic. This initial Cibola YAG was founded as a Media only delegation and was sponsored by Mrs. Valencia and a former Cibola HS Yearbook teacher. This Previous Delegation had a member, Jake Wellman who served as the 2006 Youth Speaker of the House and as 2007 Youth Lt. Governor. As of 2025 he is the most recent Cougar to serve in NMYAG Executve Leadership.
President Josiah Ward
December 2022 - August 2023
President Ward founded the modern Cibola YAG. He learned of the organization through his participation/leading of Cibola's Speech and Debate team. Ward recruited Mrs. Lesley Valencia and Ms. Brenna Valencia to sponsor Cibola YAG, and together they recruited an impressive delegation, including 2 Senate Committee chairs who attended the 2023 state conference. After the 2023 State Conference, Ward selected Henry Carter as his successor, and together they attended the 2023 Conference On National Affairs (CONA) in July 2023.
President Ward remains active in NMYAG and attended the 2024 & 2025 High School Conferences as an alumni advisor. Currently Ward is attending the University of New Mexico, where he was elected to its Student Senate.
President Henry Carter
August 2023 - April 16th, 2024
President Carter pushed to keep Cibola YAG alive, he quickly recruited Mr. E and his then fiancé, Ms. Hernandez to sponsor YAG. Together they recruited a completely new delegation. Carter decided to keep Cibola YAG as an unofficial club without school recognition or bylaws. This decision enabled him to exercise a large degree of power over our membership. Carter recruited 5 seniors and 4 juniors to join Cibola YAG however only 2 seniors (plus Carter) attended the State Conference.
At the 2024 HS State Conference, Cibola YAG had 7 delegates all legislative. 2 Senators, and 5 House reps, this included 1 House Committee Chair, the House Parliamentarian and the Chief Clerk of the House. Additionally, 3 Cibola bills passed including the very first bill to be signed by the 2024 Youth Governor. After the conference, Carter chose a rising senior, Tanner Ozdoba, to succeed him as YAG President. Carter is now attending Texas Tech University's Honor College.
President Tanner Ozdoba
April 16th, 2024 - May 1st, 2025
President Ozdoba primarily focused on formalizing Cibola YAG's existence, and growing its membership. Ozdoba wrote our current bylaws and worked alongside Mr. E to formalize our existence as a club. Importantly, these new bylaws formalized the process of Presidential succession. They continued the practice of the outgoing President appointing their successor, but adds the requirement that the President designate must be confirmed by at least 50% of the Cibola's most recent State Conference attendees and adds a contingency plan for if no one is nominated for the appointment.
Ozdoba was also heavily involved with NMYAG's expansion into more APS schools, and pushed to create Middle School Feeder schools for Cibola YAG. He founded Cibola Model UN as a sister entity, Serving as it's Secretary General and has worked hard to establish productive working relationships with the 2025 NMYAG officer team. Notably the establishment of Cibola Model UN in 2024 was the first time in at least 30 years such a program was offered at Cibola High School. Ozdoba recruited Mrs. Wendy Petersen to sponsor Model UN and to assist Mr. E and Ms. Hernandez as sponsors of YAG. Additionally, he recruited Mrs. Loretta McMath, Cibola's Law/Mock Trial teacher to advise students planning to participate in the Judicial branch. He later merged Cibola Model UN into Cougar YAG.
At the 2025 HS State Conference, Cibola YAG had 21 delegates across 5 Branches!! 11 Legislative, 5 judicial, 2 Lobbying, 2 Media and 1 Executive, this included both the House and Senate Sergeants at Arms, the President Pro Tempore in the Senate (Himself) and 4 candidates for NMYAG officerships. Overall, President Ozdoba TRIPLED the size of our delegation!!!
President Olivia Villarreal
May 1st, 2025 - Present
President Olivia Villarreal took office shortly after the ratification of new bylaws that officially merged Cibola Model UN and Cibola Youth and Government into Cougar YAG. As a result, she has been working closely with the newly expanded and empowered Executive Council to increase the number of delegates participating in the November Model UN State Conference, raise funds for attendance at the conference, and ensure the highest possible retention of delegates from the previous year.
