Cocerus (Captain Cocerus) (Born: 234 BCE - Died: 167 BCE) is one of the most celebrated political figures in Charta history. Well regarded as, "The founding father of Ancient Charta," he rose to prominent power by using several clever military tactics and smart political reforms during his presence in the Oni Wars (216 BCE - 0) & the Great Incursion (184 BCE - 0.)
Along with being a decent legislator, he helped shaped present-day laws, Economics, Military Ranking, Infrastructure, and other vital needs back in Pre-Ancient Charta. He would later be best known for shaping the constitution of the civilization and founding the Government system known as "Cocerism." For his many great accomplishments would later spark deep inspiration and influence for future leaders such as Captian Phasma, V, & Benjamin Renson.
Cocerus was known to be "the embodiment of the greats" in his long years of conquering and industrializing Charta. Throughout the whole country, he was seen as a bold man of symbolic power and leading others to a path of prosperity and rehabilitation.
No matter if he was fighting on the ground or on the ocean, he was still a valiant force to be reckoned with. By being involved in multiple conflicts Cocerus was a rare figure of excellence and talent in his country even at a young age. Now, his legacy is engraved in the timeline of Charta, and is one of the most legendary figures in world history.
This is the only known portrait of Cocerus. It is believed to be him at around 45 years of age (189 BCE)
Cocerus's origin was in Pre-Ancient Charta, a developing civilization at its time. Born in 234 BCE (details of the month & exact date of birth are vague) in the town of Privavit, Pre-Ancient Charta he grew up in a poor state. His parents were struggling with food and money, and Cocerus would eat at least 4 meals a week. Often, he would be profoundly disciplined since his parents wanted him to grow up in a more stable and healthy life.
His father helped Corcerus in being physically fit and maintaining a good healthy life. This was because Corcerus's dad was once a military Colonel at his time. He taught his son how to aim and shoot along with being taught to learn how to strike and engage in brutal combat.
It was said that Corcerus would carry a small boulder every time he saw one, and would need to hold onto it for the rest of the day to make him more experienced with the outside world.
Most of the time he would either be homeschooled (the most common preference for him) or he needed to rely on other resources to study and learn (such as books or traveling). He was dragged with a fascination with Social Studies by the time he was around 6. Most notably, he was intrigued by ancient civilizations such as Mesopotamia, Ancient Egypt, Ancient China, etc.
However, the one city that was criticizing was his own. Looking at Pre-Ancient Charta, he seemed to always question the government. He mainly opposed the system of leadership and the balance of power, and how he thought it was "crudely functioned." In his diary, he wrote, "Yet as I was somewhat of an infant, I appeared to condemn my own country's autocracy. It felt out of place and not much of good reform."
At just 15 years of age, it was said that both of his parents tragically passed away. His mother died due to Malaria and his dad suffered a stroke. Now alone, all he could do was to walk and survive for the next 2 1/3 years. Cocerus would most often take a walk around the city and look to see what everyday life was like. Soon, he began to grow into politics and specifically becoming more and more condemned on the autocracy that was set up in Pre-Ancient Charta.
However, while still young, he got word on news on a breakout of war between the country and the Oni Empire, thus the start of the Oni Wars. This occurred due to an invasion that was launched by the empire towards Pre-Ancient Charta. The Government had drafted several thousands of people to go fight against the enemies. Seeing this event trigger, Cocerus viewed this as a start of an advantage-like opportunity for him. This could be the moment to prove himself as a worthy leader.
Now at 18 years of age, he was conscripted into the army to fight in the war. Cocerus was assigned to be with a group of other soldiers and was sent off to a small & quick mission. This was his first assignment; strike down an approaching army of Oni warriors. He was able to complete the mission and even take down enemy defense lines.
Next, he was assigned to capture a base set up by the Oni Empire. That's just what he did. If sources are accurate, it was said that he nearly escaped death when an arrow was shot and struck at Cocerus's shoulder. It was meant to hit his heart, but he was lucky to have survived.
After the death-encountering incident, Corcerus finally approached his destination. In the base, there were apparently secret plans for an invasion against the Charta Government. It was an attempt to strike down the top leaders of the city so that they could cease control. Obviously, something had to be done with those plans. So he went and masterfully steal the enemy's battle plans and send them back to the Government. He was rewarded with C/130 tokens, which was a decent sum of money at that time. Another huge success.
Soon, the commanders of the Charta military saw what Cocerus was accomplishing. More and more victories were being a score for the military. It was unbelievable of how a single man could accomplish several missions while even making harder comebacks against the enemy. They promoted Cocerus to a Seargent at 23 years of age.
However, seeing the accomplishment he made, Cocerus was then assigned to several more missions. He won another battle against the Oni Empire, saved a captured general (resulting in Cocerus himself nearly getting captured), and cut enemy supply lines. This was massive progress for the Seargent, and soon top military generals took notice. Cocerus was soon reaching the top ranks.
"I saw a step that takes my journey to an even greater adventure. The encirclement was one of the many great significants that I would form in the future of my career.
After the past several successes, Cocerus was permitted to rank of Captain. A huge step-up to what he was before. As an extra reward, he was given his own army. This was an advantage for him. He could now serve the military as a leader.
He was sent off to strike an invasion against the Oni Empire (now infamously known as the "Ecliptic Battle".) With men by his side, he was about to use what later became his infamous military tactics. He made a small group of soldiers set up as a decoy for the Oni warriors. To make sure it was well played, he even made a temporal promotion for one of his soldiers to the rank of Seargent to make it look more realistic. While they were serving as a lure to the enemy, Cocerus (and the rest of his army) went and formed a circle consisted of his men. They would trap the army and take down the leader along with capturing the rest of the soldiers. In the end, it was a score. He later used the captured men as a way of increasing his army. Like Genghis Khan, they would now become a part of his clan. Captain Cocerus had made one of the most skillful moves of his life at only 21 years of age. The year, 213 BCE, marked his very first vast victory.
His achievements were soon recognized in the Oni Empire, however. For them, what they saw was this new Captain rising the ranks at incredible speed and soon taking down forces in their military. So they soon ordered an invasion against the Charta Military now that they have seen the capabilities that Cocerus had. They needed to cut their supply lines and capture as many people a possible. Most importantly, they needed to take down Cocerus from being a threat to their army. It was Round 2 for the now 21-year old Captain.
At this point in time, Cocerus began to take notice of a large sum of respect and power from his own men. Even on a small scale, he had begun to see himself establish his image of a great civilization ruled in the way it should be run. He soon started making economic and military reforms. He first decided to give soldiers a loan of C/20, an adequate loan at that time. However, they would only be used for food or upgrading artillery. He would do the same thing to other high-achieving commanders and generals, but at a higher amount of payment. It would range up to C/50-C/150, sources say. This was later set up as a new normal and a useful technique for future reparations. For Cocerus, this was one of the many big impacts he would make on the civilization of Pre-Ancient Charta.
Next, he wanted to increase military power. He created the "Arrayal," which was technically a way of reorganizing the Charta military. The biggest problem he saw was the issue of military ranks and how they were given. He wanted to change it to make it "fairer." So he ordered the military in this order:

This may seem simple in the present day, but back then, it was considered ingenious. How did he get such advantages? Although at a somewhat significant position of power, he used a few resources: Propaganda, Deception, and a Cheat on Power.
In each rank, the top most respected person would be the main leader. As a Captain, Cocerus went overboard. He made the idea that the rank of Captain/Admiral would pretty much be vice-leader of the whole army. There, he could make temporal reforms that would last for a maximum of 1 month. If the military soldiers liked it, they could vote for a rerun of the idea. Along with that, Cocerus had also made the idea that those who are at a high stage of military power can get exclusive access to services like Banks, Hospitals, etc. Knowing that the Government was somewhat weak, he used it as an advantage of gaining more power. This was intelligent. Additionally, it showed spots the Government's weak spot. Now, he was growing in power politically.
"My aspirations of a valiant apostolic Chartan domain were clearer than ever. Had I not been a conscript, I wouldn't have conceived such a legacy."
Cocerus was about to face Round 2. He was about to face what is now known as the "Elongate Invasion." This time, he had a bit more experience of being a Captain (considering he was 22 years old at this point), so this was going to be an easy match for him. He gathered his men and upgraded the weaponry before the invasion had begun. It was said that the battle would take place in a large uninhabited rural-like location full of many hills.
The Oni came marching in colossal quantities. This so that they can prevent another encircling movement by the enemy. This time, there were around 10-20 generals that led the army. To make things extra secure, they had 5 major generals that would be somewhat of the main directors of the battle (since they have a bit more knowledge and experience.) They would be at the back of the fleet so that they wouldn't be captured. So if one fell, another one would take the position of power. Additionally, if an encirclement was beginning to form, they would scatter. With all of these plans, they thought that this would be an unwinnable battle for the enemy. However, they did not realize the alternate move Cocerus was going to make.
The Captain knew that the encircling movement was a one-time thing in this state of the situation. He decides to switch things up. Cocerus would use a smaller amount of men than he had in the Ecliptic Battle. Secondly, rather than encircling the enemy, they would simply just run away.
As the Oni were approaching, Cocerus ordered the fleet to run away from the enemy. For hours, the only thing they did was being distant from the opponent. The Oni saw them retreat, but wouldn't acclaim victory without capturing Cocerus. As they kept marching with thousands of men behind their backs, they soon became tired and dehydrated. With all of the hills they had to climb, it was a massive decrease of energy for them. Soon, hundreds of men began to reconsider and retreat. The generals themselves considered this to be a foul move against the Chartans but decided to still continue the grueling path of capturing Cocerus.
By the time it had struck midnight, the Oni had felt that it was time to head back and abort the mission. However, right when they began to retreat, Corceus's army came in and hit the Oni Empire hard. They killed all the generals in the fleet and killed a few other Oni soldiers. They cut their supply line (again) and even were able to capture 3/4th of the army (the rest were killed.) Once again, Cocerus had outsmarted his enemy and acclaimed victory once more. He had also received full respect from his men. At this point in time, Cocerus was revered and considered indestructible. By 22, another chapter in his life had been marked.
He was a powerful being considering his age. At this point, he pretty much had the majority of control in the military. That was an advantage for him. The problem was this; the Government pretty much was still in power because they had a bit of control of the military. That was their defense shield against their people and against Cocerus. If there was no military, the Government would lose such power. This was Cocerus's ticket to the supreme leader.
Before he reached the Government, he had to complete other missions to seal his support. During his life on the streets, he began to study the laws that were made in Pre-Ancient Charta. Comparing it to Hammurabi's Code, it was poorly run. Cocerus took action and wrote his own lawbook at 29 years old. Titled, "Statecraft: The Codex of Cocerus." (released in 205 BCE.) It was more fleshed out and clearer, more reasonable than before, and a bit more like a law than it is a punishment.
In the book, he wrote his plans of how to "restore the Chartan Government to its absolute greatness." His main idea was to stage an insurrection using the military. This would be a smart approach because as stated before, it was the one thing that kept the Government in its power. If it were to be used against them, they would give up and surrender the throne. He didn't necessarily write the plan in detail and made it a bit more simple-sounding.
The people loved it. It soon became one of the best-selling books at the time. Cocerus's book was another way of gaining support from the city once again. In it, he planned out how he would gain full power in Pre-Ancient Charta. He said that an unsteady government was his first advantage. If he could pinpoint the main weak spots of the system, that will give him an opportunity of sliding through the ranks. Cocerus wrote, "A Government with such imperfections is a Government in an exposure. I embrace the opportunity as a way of fixing and ensuring the perimeters of the system."
He also decided that the most popular political candidates (those who were recognized the most), would take positions of power until the next most popular person. Mainly because it would give them a longer period of reign and support by his own people. This would later be an early format of the system of democracy in Charta.
With all of this, he realized one major problem; the book itself. As amazing as it was written, the Government wasn't so pleased about it. Unfortunately, Corceus was arrested. Sentenced to execution within a week after being jailed. Additionally, he was marked as a political threat to the city. However, due to his military skills & successes, and being a vital asset in power, he was only put in a cell for a couple of years.
However, the Chartan Government did not realize the immense increase of popularity & power from the young Cocerus. Outside of his cell were large protests and riots demanding a release of the "military star". With so much tension building up towards the high-ranking members of Pre-Ancient Charta, they were forced to release him from jail immediately. Cocerus was back in the game.
However, there was one exception; If the 30-year old Cocerus were to plan another attempt at overthrowing the government, execution would be the next punishment. No exception. They would also arrest every other ally that he had. Additionally, they lowered the amount of military power he currently had. From now on, he could only control 1/3 of the military and have no right to vote. They restricted his power and strength and made sure that he wouldn't use it against the Government's will. Lastly, the book Statecraft was discarded and deleted from the public.
"Think more, fight less." - Cocerus
Meanwhile, the Oni Empire was suffering serious fatalities. They had now been struck down and defeated by the great Cocerus once again. Now, news of failures had even reached the king of the Oni Empire. He decided that now was the time for a much more elaborate and smart plan that was more expanded and studied than the previous tactics. He went and sent in a general by the name of Captian Ocider, who would later play an important role in Cocerus's life.
Ocider had developed plans to attack Pre-Ancient Charta's military. This time, instead of making a huge army that is hard to carry and capture, he would split it into several groups of men. Each consisted of 5 people: 4 soldiers & 1 Seargent. They would carry their own survival materials such as flint & steel along with food. This tactic was a clever one since they could now travel at a faster speed without the worries of wearing out or being tired. He made sure that they were hidden by ordering those who arrive at Chartan soil first to dig up secret holes to keep them sheltered without the enemy noticing them. Put it simply: Ocider made a plan to make sure that they don't lose again. Once again, however, they would fail to succeed against Cocerus and his army.
At their arrival, they began a pre-invasion. It was during nighttime where they sent soldiers off to dig holes in order to execute the plan later on. Unfortunately, pre-Ancient Charta's government did not establish itself any form of nightshift, so the Oni had their opportunities. They also brought in a border-type wall as an extra line of defense.
In the morning, the invasion came. Around 120 groups separated and went off. Their main approach was to reach Cocerus. Still, no one from the Charta military did not notice them.
By around the second night since the start of the invasion, the groups soon feasted for dinner. They had the materials needed to make a fire so that they could cook their food. The Oni did not realize how big of a mistake that was going to be.
If sources are to be accurate, a soldier was outside playing with his friends when he saw all the lit-up campfires from a distance. He alerted Cocerus about the situation and soon knew that another Oni Invasion was occurring. He had speculation and predictions on what their move was. He decided that he need to decisively win quickly. He ordered a bundle of 10 or more men and sent them to quickly arrive at the location of the lit-up campfires. When they did, the Chartan soldiers immediately made another circle, thus trapping the enemy once again.
When news broke out that the Chartans had found the locations of where the Oni were, many of them retreated and aborted the mission. However, they foolishly left vital supplies and large sources of food & water. By the next day, the majority of those who tried to leave the city died due to starvation.
Captain Ocider had heard the issue. He was brutally punished and tortured for failing to make a victory.
As for Cocerus, he had once again scored another point in the Oni Wars. Now 32, he had lived to fight another day.
Cocerus had now made several achievements and victories for his countries. Now, it had become nearly impossible for the Oni Empire to fight him on land. Captain Ocider had just recovered from his punishments and was now sent to fight against Pre-Ancient Charta again. This time, he began to plan an invasion on sea. This would seem difficult, but Ocider had to give it a chance.
To begin, he decided that he needed to make sure that he would prevent another encircling movement - AGAIN. If he could somehow scatter sail straight while preventing an issue like before, then he can unload his troops and send them off to capture Cocerus. His options were A: Scatter the fleet, B: Send them one by one so it would be difficult to capture all ships, or C: Don't even do the plan and just abort the mission (AGAIN!!!)
He made a different plan: Ocider decided to increase the number of ships he will be using and make his navy large enough to make it difficult for another Ecliptic tactic to work. He knew that there was no way for the Chartans to use such plans. He also made sure that the ships could travel at full speed without any issues of slowing down or stopping. Lastly, he packed food that didn't need any form of heating. He was ready. Well, he thought...
Early in the morning, it was said that Cocerus overlooked the ocean and saw a large bulk of ships approaching the shore. Around 20-30, they say. He knew that Ocider was coming for him. He already knew that they were trying to make an alternate tactic and not lose another invasion. So instead, he decided to do something simple; he would send an empty ship and send it off towards the big bulky fleet. That way, it would crash and hit the majority of the ships (the tides were facing in the right direction, so that's how he managed to penetrate their ships.)
After hitting the enemy's fleet, it was game over at this point. Thousands of men drowned or burned. Cocerus ordered several ships to go and capture the general and their men. That way, he could expand his army. Ocider was in defeat, but he did not surrender.
He was surrounded by several other ships that are either destroyed or heavily damaged/fire. He knew that such a loss of both men and money meant that he would face execution. Ocider planned to go overboard and drown himself rather than face his trials from the Oni Empire. However, before he managed to kill himself, Cocerus quickly got to the flagship and stopped him.
Cocerus saw Ocider as elaborate and a good planner. A well-respected man, hard-working and physically powerful, and much more traits that make him a bold leader. This was an opportunity not just to increasing military power, but to also give him a second chance in life. It was said that Cocerus told Ocider that if he were to join him, his life would be revived and would be granted a large sum of money. Ocider agreed to joining him and surrendered his navy. Cocerus, now 34, had shown his country how mentally strengthened he was in his time.
"With my work complete, I foresee a healthy future of economical upgrade and military increase." - Cocerus
Cocerus had accomplished so many victories in his journey. Now 35, he began to go back and continue his plan of rising to political power. He made sure that he wouldn't make another foul move like before, so this time, he was cautious. His supporters had now learned his master plan, which was an attempt to take over the Government by military force. Now, he had to elaborate and reconsider.
He decided that the first thing he needs to change is to not make the overthrow a conducted military takeover. Instead, he decided he will have to do it in a more political fashion. He paid people to use a strategy now known as propaganda. They would make messages that insulted or disliked the Chartan Government as well as over-exaggerate their "sluggish activity."
To make sure he wouldn't be captured using propaganda, he instead framed people who were against his politics or wrote bias messages about Cocerus as the writers of the messages. Not only would this wipe out his opponents, but it would also fully establish the Pro-Cocerus movement that would soon begin later on.
As stated previously, Cocerus couldn't vote for any elections, but the Government never said anything about outlawing campaigning. He became very leaned into politics at that point and started to build his mass status of followers. Now knowing almost everything about the city that he's living in, he began to use the weaknesses of the Government as a way of getting more and more power of becoming a potential rival for his enemies.
Cocerus knew full well that while they would look into Infrastructure, Economics, the Military, and all the other important things that the civilization needs, they wouldn't focus on important situations such as poverty, disease, and most importantly, their own people. That left around 32.45% of the population living in Pre-Ancient Charta severely in debt or deprived. The other 67% would be rich, wealthy, well-educated, and living in luxury. However, the Government did not allow the rich to interact with anyone at a lower status than them due to keeping their public image bold and strong. In the end, it caused a huge separation line between First Class and Third Class. No matter if you were a relative, a loved one, or a friend, you would stay in the position of wealth that you were in no matter what.
All of these situations and outdated laws were the perfect advantages for Cocerus to begin his campaign. He began exaggerating the Government's lack of attention to the real needs of the people and encouraged them to become more against their own Government. He deceived the rich by stealing their money, blaming it on the system, and used the money to give the homeless people a large amount and made them rich. Soon, it was all the people who were previously rich moving to the impoverished side of the spectrum and the poor people moving to the wealthy side of the spectrum.
He did this believing that it would gain him more social status for his run as a dictator and make more and more people support him. If he had given the poor enough money to live and be happy, they would definitely vote for him. Meanwhile, if he had stolen all the money from the rich and blamed it on the Government, they would be Anti-Government and also vote for him. Either way was a win-win for the young Cocerus.
Next, Cocerus continued on with getting more political allies. Most areas in Pre-Ancient Charta had sealed off religion and forcing their citizens to praise their Chartan dictators more. This was now Cocerus's time to make religion a key use of growing and sustaining dependence. He had said that anyone who supports him would have the freedom of praising their religion. In most territories that he has been in, he used more money to make religious temples such as mosques, temples, churches, etc. He closed those areas only to the governors and those who support it. His usage of religion made him a cultural figure of excellence.
Soon, he was getting more and more support from the rest of the population. He had so many people that he decided to open a political party called the Cocerus's Political Campaign Convention (C.P.C.C.) As he went on to grow more followers, he decided to call members of the C.P.C.C. Cocerists.
Cocerus had once been a single individual who had accomplished military missions. Now, as a politician, made one of the biggest parties in Pre-Ancient Charta. It was time for the election.
"To campaign is to lead with optimism. No matter how contradicting one can be, those who are still determined will see the sun of glory in their seize of reputational divinity." - Cocerus
Now with a political party, he was ready for elections to be held. He was quite impressed by his historical climb to power. However, just one thing was interfering with his chances; the Government.
The Government was not happy that Cocerus had more power than previously. They could not lose against him. The Government did it by cheating tactics. The votes were reorganized where any voters that the Government had would instead count as 3 votes, not one. Additionally, anyone who was at a high rank of power that supported the pre-Ancient Chart Government would have their vote counted as 5 votes. Next, they tyrannically removed nearly 1/16th of the total votes that the C.P.C.C. had. Was Cocerus going to lose his one chance at becoming the new leader of Pre-Ancient Charta? No.
The results were in, and the C.P.C.C one by an astonishing landslide. It turns out that the number of voters in the Government was around 1,344 people and 2 high-ranking people, concluding in a final count of 4,042 people. Meanwhile, the C.P.C.C had the rest of the population of Pre-Ancient Charta's votes, meaning a total of over a million people. Even with the removal of 1/16ths of voters, it wouldn't matter. Cocerus had just won against the Government and was officially declared the future ruler of the civilization.
Now as a leader, the Government tried to cheat again. They said that the crowning of the leader had to be set back to 3 months. However, all heavily agreed that Cocerus should be crowned now.
Up until this point, it was a goldmine for Cocerus; defeating his political opponents and gaining more power gave him absolute control at this point.
In 195 BCE, Cocerus was crowned to be the ruler of Ancient Charta and gave his remarks on winning as a new candidate, stating, "the opposition of the people is a powerful force that can be used against the oppressors (Ancient Chartan Government.)" With his long seize of power and having total control of the military, he was about to make great reforms for his country.
Growing in an autocratic-like idea, he wanted to make sure no one had contradicted his ideas and power. He banned and exiled political enemies - those who were regarded as "the setback of my travel."
Later, he also redid the way elections were systemized, going back to the traditional count of 1 vote per vote, rather than 1,344 per vote. Anyone who wanted to change it would either have no count in their vote or lose 25% of the amount voted in the election.
All of this was the attempt to redo all of the tyrannical changes that the previous government had made. That would especially mean the system itself. This would become one of his greatest achievements as a reformer.
He saw the main problems of the old system, seeing it as collapsing, vulnerable and weak. For him, a new system was going to be made in order to establish a more complex but effective Government that would benefit the people greater than its predecessor.
