Inexceptional cases, where this is not possible because of the size or function of the product, the crossed out wheeled bin symbol must be printed on the packaging, the instructions for use and the accompanying warranty where applicable. This symbol aims to encourage the consumer to discard the product separately from general waste, either at the network of designated collection facilities or by returning it to a distributor who provides in-store take-back of WEEE.

4.2 Labelling and user manual requirements (原文page 12)

5.2 Equipment Certification Numbers and Labels (原文 5.2 page 19)
Every unit of Category I radio apparatus certified for marketing and use in Canada shall bear a permanent label on which is indelibly displayed the model number and Industry Canada certification number of the equipment model (transmitter, receiver, or inseparable combination thereof). Each model shall be identified by a unique combination of a model number and a certification number, which are assigned as described below in this section.
The label shall be securely affixed to a permanently attached part of the device, in a location where it is visible or easily accessible to the user, and shall not be readily detachable. The label shall be sufficiently durable to remain fully legible and intact on the device in all normal conditions of use throughout the device’s expected lifetime. These requirements may be met either by a separate label or nameplate permanently attached to the device or by permanently imprinting or impressing the label directly on to the device.
The label text shall be legible without the aid of magnification, but is not required to be larger than 8- point font size. If the device is too small to meet this condition, the label information may be included in the user manual upon agreement with Industry Canada.
The label for medical implants designed to be used within the human body shall be placed on the package and in the user manual.
The model number is assigned by the applicant and shall be unique to each model of radio apparatus under that applicant’s responsibility. The model number shall be displayed on the label preceded by the text: “Model:”, so it appears as follows:

The certification number is made up of a Company Number (CN) assigned by Industry Canada’s Certification and Engineering Bureau followed by the Unique Product Number (UPN), assigned by the applicant.

YYYYYYYYYYY is the Unique Product Number (UPN) assigned by the applicant, made of at most 11 alphanumeric characters (A-Z, 0-9); and the letters “IC” (Industry Canada) are to indicate the Industry Canada certification number, but are not part of the certification number.
Permitted alphanumerical characters used in the CN and UPN are limited to capital letters (A-Z) and numerals (0-9). Example: A company has been assigned a CN of “21A” and wishes to use a UPN of “WILAN3” for one of its products. The full Industry Canada certification number of this product would thus be: IC: 21A-WILAN3.
The use of symbols to represent characters in the certification number or the model number that are to be considered indeterminate (“wildcard” characters) is not permitted. Example: In the hypothetical model number 47XP-820K/A21xx, a manufacturer wishes to use the characters “xx” as wildcards to indicate that these two characters in the model number are not fixed but represent a range of characters decided by the manufacturer. This practice is not permitted. However, this same sequence of symbols can be used as a valid model number, if it identifies a single equipment model.
Category I equipment that is not labelled with the model number and the certification number as described above is not considered certified.
Category II equipment shall be labelled in accordance with the requirements of RSS-310. Note that the provisions regarding model numbers in this section also apply to the RSS-310 labelling requirements.
5.3 Required Notices to the User
Radio apparatus shall comply with the requirements to include required notices or statements to the user of equipment with each unit of equipment model offered for sale.
The required notices are specified in the RSS documents (including RSS-Gen) applicable to the equipment model. These notices are required to be shown in a conspicuous location in the user manual for the equipment, or to be displayed on the equipment model. If more than one notice is required, the equipment model(s) to which each notice pertains should be identified. Suppliers of radio apparatus shall provide notices and user information in both English and French. (& RSP-100 CH7)
7. User notices requirements
User notices, which are required for radio/broadcast products as per the applicable RSS or BETS, shall be included with each unit of the product offered for sale. The required notice(s) shall:
• be stated as specified in the applicable RSS or BETS in both English and French
• be shown in a conspicuous location in the user manual for the product or displayed on the product (various formats are acceptable for providing the notices (e.g. in paper form, CD, DVD, or insert with download link on the company’s website))
• identify the product version to which each notice pertains in cases where more than one notice is required for multiple product versions In cases where the user notices are only available in one language (English or French) at the time of the certification process, the applicant shall provide a written declaration that the user notices will be in both English and French when the product is made available for sale and/or lease in Canada.
User manuals for licence-exempt radio apparatus shall contain the following or equivalent notice in a conspicuous location in the user manual or alternatively on the device or both.

2.6 User Manual Requirements
The applicant is responsible for providing proper instructions to the user of the radio device, and any usage restrictions, including limits of exposure durations. The user manual shall provide installation and operation instructions, 7 as well as any special usage conditions (e.g. proper accessory required, including the proper orientation of the device in the accessory, maximum antenna gain in the case of detachable antenna), in order to ensure compliance with SAR and/or RF field strength limits. For instance, compliance distance shall be clearly stated in the user manual. The user manual of devices intended for controlled use shall also include information relating to the operating characteristics of the device; the operating instructions to ensure compliance with SAR and/or RF field strength limits; information on the installation and operation of accessories to ensure compliance with SAR and/or RF field strength limits; and contact information where the user can obtain Canadian information on RF exposure and compliance. Other related information may also be included.

R34/2019 defines the following:
Manufacturers are no longer permitted to affix the SM conformity mark and the CE marking to the same radio equipment.
The affixing of the conformity mark is performed during the manufacturing process. Therefore, radio equipment manufacturers can decide to apply either the SM mark or the CE mark only on equipment produced after February 22, 2021.
The products and stocks of products that were previously approved by the authority and manufactured and labeled prior to February 22, 2021, are not required to comply with this provision and shall be allowed to be placed on the market of the Republic of Moldova even if both conformity marks are placed on the same equipment.
The Certification authority in Moldova recommends that manufacturers who have not begun Type Approval applications or have only partially completed the application process, start to remove the SM mark if the radio equipment is already labelled with the CE mark.
Label has to be with white background and black writing.
The approval labels shall be placed on the outside of the telecom equipment packing and in any of the device documents (e.g. User Manual). The labels may also be placed on the equipment itself in a way that is visible to the consumer.
The Labels have to be printed, or placed as stickers if printing is not feasible.

E-labelling may be used as an alternative method of displaying a label.
In instances where e-labelling is used, the documentation accompanying the equipment must clearly explain how the user can access the label.
The E-labels must be displayed in at least one of the following methods:
During the equipment’s power up sequence;
Under the equipment’s system information page; or
Under the help menu on the equipment.
「限制乾電池製造、輸入及販賣」公告總說明
隨著電子儀器及消費性電子產品發展,致乾電池使用需求日益增加,而乾電池依其製作原理、技術及功能需求不同,現有市面上之產品種類繁多,其中部分產品仍含有對環境有害之汞,如未妥善回收處理,於環境中流布可能造成生物體內累積及環境污染,致危害人體。
在「逐步限汞、最終禁汞」之國際趨勢下,世界各國政府紛紛限制汞用於某些產品上,且對含汞產品之最終處置採嚴格管制措施,如歐盟已訂定相關指導原則,建議各會員國自二○○○年禁止銷售汞含量超過五ppm之乾電池。美國亦已限制含汞乾電池。
有鑑於汞對於環境及人體健康的危害,本署參考歐盟電池指令規範,依廢棄物清理法第二十一條規定訂定本公告,限制製造、輸入及販賣汞含量超過標準值之乾電池。
鹼錳電池及錳鋅電池因目前使用量較大,且無汞生產技術成熟,故將先限制製造、輸入及販賣汞含量超過五ppm之錳鋅電池及非鈕扣型鹼錳電池。本公告指定電池之製造、輸入業,應於輸入、製造前提出汞含量低於五ppm檢測報告,向中央主管機關申請確認;另販賣業亦不得販賣未經中央主管機關確認之指定電池,藉以有效管制走私及夾帶進口之劣質電池。
本公告實施後,將導引乾電池之製造走向低汞、低污染之設計,並可有效減少汞之使用量及廢棄量,降低垃圾焚化廠焚化灰渣之汞含量,有利後續進行再利用。
本公告計有十七項,訂定重點說明如下:
一、明定指定電池係指錳鋅電池及非鈕扣型鹼錳電池之一次電池。(公告事項一)
二、明定指定電池之製造、輸入業應於製造、輸入前,提出汞含量低於五ppm之檢驗報告,並向中央主管機關申請取得確認文件後,始得製造、輸入。(公告事項二)
三、明定製造、輸入業應將確認文件字號標示於電池包裝明顯處。(公告事項四)
四、明定販賣業不得販賣、贈送未經中央主管機關確認汞含量低於五ppm之指定電池或未依規定標示確認文件字號之指定電池。(公告事項五)。

一、本公告專用名詞定義如下:
乾電池:指電解液不能自由流動之電池。
一次電池:指依電化學方法,利用化學反應所得之化學能,直接以電能型態送出之構造,其化學反應產生之電勢係不可逆性者。
指定電池:指錳鋅電池及非鈕扣型鹼錳電池之一次電池。
錳鋅電池:指以二氧化錳為陽極有效物質,以鋅為陰極有效物質,以氯化銨及氯化鋅等中性鹽之水溶液為電解液之電池,俗稱碳鋅電池。
鹼錳電池:指以二氧化錳為陽極有效物質,以鋅為陰極有效物質,以鹼金屬之氫氧化物水溶液為電解液等所組成者。
製造業:指從事指定電池及附指定電池物品(如玩具、時鐘、電器等)製造之業者。
輸入業:指從事指定電池及附指定電池物品(如玩具、時鐘、電器等)輸入之業者。
販賣業:指從事指定電池及附指定電池物品(如玩具、時鐘、電器等) 批發、零售、贈送之業者。
針對列入管制乾電池產品之種類及其製造、輸入、販賣業訂定管制或排除範圍,以避免概括定義產生認定爭議。
鹼錳電池及錳鋅電池因目前使用量較大,且無汞生產技術成熟,故將錳鋅電池及非鈕扣型鹼錳電池列為指定電池。

二、指定電池之製造、輸入業應於製造、輸入前,提出汞含量低於五ppm之檢驗報告,並向中央主管機關申請取得確認文件後,始得製造、輸入。
明定指定電池之製造、輸入業,應於製造、輸入前,取得中央主管機關確認文件後,始得製造、輸入。
所有指定電池無論是否採無汞生產技術皆須提出檢驗報告申請確認文件。
汞含量之計算公式為重量百萬分比(ppm)=電池中含汞重量(μg)÷電池重量(g)。
三、附指定電池物品之製造、輸入業,其採用取得中央主管機關確認文件之指定電池,並經該指定電池確認文件之原申請者同意者,無須再申請確認文件。
為免重複申請確認,明定附有指定電池之物品製造、輸入業,如採用取得確認文件之指定電池,經原申請者同意者,無須再申請確認。
四、製造、輸入業應於指定電池、附指定電池物品之包裝明顯處,標示「本產品電池汞含量符合環保署規定」文字及中央主管機關確認文件字號。標示字體長寬不得小於○.三公分。
依廢棄物清理法規定,明定指定電池之製造、輸入業,應於電池包裝上明確標示,以利民眾選購時易於辨識。
五、販賣業不得販賣、贈送未取得中央主管機關確認文件或未依公告事項四標示之指定電池。
明定販賣業不得販賣未取得中央主管機關確認汞含量低於五ppm或未依公告事項四標示之指定電池,販賣業應於販賣指定電池前,向製造、輸入業、供應商或環保署相關網站確認該項指定電池是否已申請確認文件。
六、製造、輸入業依公告事項二,向中央主管機關申請確認文件時,應檢附下列資料:
申請書。
公司登記或營利事業登記證影本。
負責人身分證明文件影本。
指定電池之外觀照片。
送件前三個月內指定電池汞含量之檢驗報告。
其他中央主管機關指定之文件或資料。
明定製造、輸入業申請確認文件應備資料。
七、公告事項六規定之檢驗報告應符合下列規定:
製造業應檢附取得中央主管機關乾電池汞含量檢測許可證之檢驗測定機構所出具之檢驗報告。
輸入業應檢附前項檢驗測定機構或取得國際實驗室認證聯盟(International Laboratory Accreditation Cooperation;ILAC)認證乾電池汞含量檢測之實驗室所出具之檢驗報告。
製造或輸入不同廠牌、型式、規格、外觀式樣之指定電池,或同一製造商、不同製造國所製造之指定電池,均應分別檢附檢驗報告。
製造、輸入業應檢送與國內銷售之指定電池,為同一種類及型號之樣品。
說明申請確認文件應備資料之汞含量檢驗報告之提供方式及原則如下:
國內製造業須依中央主管機關許可之環境檢驗測定機構,以公告檢測方法,送驗取得報告書,以資證明。
由國外輸入者,由進口商比照國內製造商取得檢驗報告;或出具國際實驗室認證聯盟檢驗報告。
為減少業者負擔,國內製造業同一電池種類、型式、規格及外觀式樣,以送驗一次為原則。國外輸入者同一製造商、產製國、電池種類、型式、規格及外觀式樣,以送驗一次為原則。
八、確認文件應登載下列事項:
確認字號。
公司或營利事業名稱、地址、負責人。
製造國。
指定電池型式、規格、外觀式樣照片及汞含量。
核發日期及有效期限。
其他經中央主管機關指定應登載事項。
明定確認文件之登載內容。
九、中央主管機關得視指定電池之汞含量及抽驗情形,核定確認文件之有效期限,最高不得超過五年。期滿仍繼續製造、輸入者,應自期滿前六個月重新提出申請;首次申請者,其有效期限不得超過二年。
明定確認文件其有效期間及重新提出申請時機。
十、確認文件登載事項有變更時,應依下列規定辦理:
公司或營利事業名稱、地址、負責人等基本資料變更者,應於公司執照或營利事業登記證變更後十五日內,向中央主管機關辦理變更。
其他確認文件內容變更者,應於變更前依公告事項六規定,重新提出申請。
明定製造、輸入業取得之確認文件登載事項變更時,應辦理變更。
十一、主管機關就取得確認文件之指定電池,仍得於國內市場進行抽驗。
明定取得確認文件之指定電池,主管機關仍可進行抽驗。
十二、主管機關得派員攜帶身分證明文件,進入製造、輸入及販賣場所,檢查指定電池之製造、輸入及販賣運作情形,要求提供相關資料,並無償提供指定電池供檢查,其數量以足供檢查所需為限,製造、輸入及販賣業不得拒絕。
明定主管機關得稽查指定電池之製造、輸入及販賣等運作情形。
規定業者應無償提供指定產品供檢查,但數量以足供檢查所需為限,以三件為原則。
十三、製造、輸入業有下列情形之一,中央主管機關得依職權撤銷其確認文件:
經主管機關於國內市場,抽驗其製造、輸入之指定電池汞含量超過五ppm以上者。
申請文件虛偽不實者。
違反其他中央主管機關認定事項者。
明定撤銷確認文件之規定。
十四、製造、輸入業經中央主管機關撤銷確認文件者,自完成改善後屆滿六個月,始得重新申請同一種類、型式指定電池之確認文件。
明定撤銷確認文件並完成改善後六個月內不得申請同一種類、型式指定電池之確認文件。
十五、指定電池經主管機關抽驗,其汞含量超過五ppm者,主管機關得限期令其製造、輸入業下架回收,並退運或依廢棄物處理。
明定抽驗超過管制標準之指定電池限期改善之規定。
十六、本公告實施前已於市面銷售之指定電池,應於中華民國九十六年九月一日前,符合公告事項四規定;其銷售日期以販賣業進貨單、進貨發票或收據之日期為準。
考量公告實施前已販售之指定電池回收進行標示不易,故針對公告事項四標示部分訂定過渡條款,應於一年內符合標示規定。
十七、本公告除公告事項四自中華民國九十五年十二月一日實施外,其餘自中華民國九十五年九月一日實施。
明定本公告實施日,俾相關業者有充分之準備時間因應。
