For several months, construction has been underway for the Tower Center at Unity Square greenspace project between the Price Tower and the Community Center.
A major milestone in early January 2020 was when crews erected the steel cover for the stage. The project is on track from substantial completion in the first quarter of 2020.
In addition to the $1.75 million approved by voters in the 2018 GO Bond Election, several private donations have been made to allow design elements previously removed from the budget due to cost to be re-incorporated.

Water Utilities Director Terry Lauritsen, who serves as the project manager on the green space, told the city council in January 2020 that the available budget for construction is currently $2,209,262.
On 11/5/2018 the City Council unanimously approved the design for the public gathering space project between Price Tower to the north and the Bartlesville Community Center to the east. A recommendation to name the space "The Green at Unity Square" was postponed; the project was termed "The Tower Green" for the bond campaign, and the project's final name may be decided by the Council at a 11/19 special meeting.
A Tower Green Design Committee created by the council to oversee the design, budget, and naming of the space met 11 times over five months, holding five town hall meetings for public input.
Additional input came from a design "charette" in Bartlesville during Indian Summer weekend by students from the School of Architecture at Taliesin, the program carrying on the Frank Lloyd Wright legacy. Wright designed the Price Tower and his protégé William Wesley Peters designed the Community Center.
The committee's approved design recommendations included:
A large multi-functional open lawn area on the west end of the space surrounded by trees and natural landscaped areas which is perfect for picnics, Frisbee, reading, relaxing, and other such activities
A performance stage in the center of the space with restrooms and storage and an immediate lawn area that can comfortably accommodate over 400 people
A centralized location for food truck service
A centralized location for future interactive water fountains/public art feature within clear view of the performance stage and lawn area
A more formal lawn area on the east end of the space adjacent to the Bartlesville Community Center which retains and repairs the existing fountain
Natural rock, boulders, and native grasses will be located throughout the space providing opportunities to relax, play and interact
Earlier discussions about incorporating an interactive water feature, partially by reallocating planned funding for a feature at Johnstone Park, were abandoned in the budgeting process.
The council will next proceed with the design and awarding of contracts for construction services. A long-scheduled drainage project in the area will be completed before any construction, and a committee or board representing both the Price Tower and Bartlesville Community Center will be created to oversee operations, including performance bookings, marketing, and maintenance. Construction is expected to take up to a year once it begins.

The City Council is expected to approve the Lee Lake complex along Adams Boulevard as the location for a new $375,000 community skate park. $350,000 was approved for the project by voters in the March bond election. According to documents from the city of Bartlesville, the additional $25,000 will come from unused funds from the 2013 sales tax election that voters approved for the improvement of the existing skate park at Johnstone Park. The outdated Johnstone Park skating facility will be closed once the new skate park is completed.
The Park Board unanimously approved the Lee Lake location, just south of the parking lot for Daniels Fields, documents show. The community skate park was designed by Ryan Crane with Ambler Architects at no cost to the city. Crane has designed other skate parks for Bartlesville’s On the Rock Ministries, and community skate parks in Sand Springs, Poteau and Pawhuska.
Additionally, Ambler Architects has agreed to develop the final design of the skate park and construction documents that can be used for contracting to build the facility. Ambler will provide the professional design and documents free.
The City Council is expected to establish the Tower Green Design Committee during Monday’s meeting. The Tower Green is $1.75 million outdoor venue that will be located downtown between the Price Tower and Bartlesville Community Center. Voters approved Tower Green during the March bond election. Design elements include a performance stage, water features, art installations and green space between the two iconic buildings.
The Tower Green Design Committee would be comprised of seven members — two from the City Council, one representative from the Community Center Trust Authority, one from the Price Tower Arts Center Board of Trustees and three at-large community members. The committee would be tasked to complete a plan, product recommendations and design recommendations back to the City Council no later than Oct. 1.
City Councilors will also take action on the basic elements of a memorandum of understanding for the operation of Tower Green. The agreement calls for the Bartlesville Community Center, and the Price Tower Arts Center to operate and maintain the Tower Green on behalf of the city of Bartlesville.

The City Council on Monday, April 2, 2018 voted 5-0 in support of a schedule for projects approved by voters in the March 6 General Obligation Bond election.
The total package includes projects totaling $16.5 million — $10.25 million of which is expected to be issued in the first tranche, or series of bonds issued. Another $3.35 million will be issued this fall, making this year the highest in bond issuances in the City's history.
"In our history, we have never issued that many bonds in such a short period of time," acting City Manager Mike Bailey told the council.
