IMMEDIATE ACTION
1. START: A Lost Child or Vulnerable Adult is Identified
2. Stay Calm & Stay With Them: Do NOT leave the person alone.
3. Secure Safety: Move them away from traffic, machinery, or the River Bank if near.
4. Notify Control: Information Desk immediately via Radio/WhatsApp/Phone
Say: "Found person at [Location]. Moving to Info Point."
5. Escort: Gently walk the person to the Information Point (YWP Marquee).
Rule: Two-Person Rule – Ideally, two staff members accompany them.
ASSESSMENT (Step 2)
STEP 2: ASSESSMENT & CARE (AT INFO POINT)
Staff at Info Point take over.
1. Comfort: Offer water (plain only). No food. Sit them in a quiet area.
2. Gather Info: Ask gentle questions:
Name? Age?
Who were you with? (Parent/Carer name?)
What were they wearing?
Where did you last see them?
For Vulnerable Adults: Do they have a medical condition? Medication?
3. Check Control Log: Ask if a "Missing Person" report has already been filed.
YES: Proceed to STEP 3A (Reunion). >below >>>>>>>>
NO: Proceed to STEP 3B (Search). >below >>>>>>
STEP 3A: REUNION (If Claimant Arrives)
Someone comes to the Info Point claiming to be the parent/carer.
1. Verify Identity:
Ask for Photo ID (Driving License, Passport).
Ask for details: "What is the child's name? What were they wearing?"
2. Check Consent:
Does the lost person agree to go with this person?
If YES: Proceed to Step 4.
If NO (Reluctant/Scared): STOP. Do not release. Escalate to Event Manager immediately.
3. Complete Form: Fill out the Vulnerable Person Incident Form (Signatures, ID details, Time).
4. Release: Hand over the person.
STEP 3B: SEARCH (If No Claimant Yet)
Control Centre activates search.
1. Broadcast: Control makes a SANITIZED PA Announcement.
Script: "We have a found person at the Information Point. If you are looking for them, please come to the Info Desk."
!!! DO NOT describe the person.
2. Targeted Search:
Staff check the area where they were last seen.
CRITICAL: Check the River Bank and all Perimeter Exits.
Staff at exits are alerted to look for the person leaving.
3. Wait: Keep the person safe at the Info Point while search continues.
STEP 4: CONCLUSION
1. Document: Ensure the Incident Form is fully completed and signed.
2. Debrief: Staff involved to report any concerns to the Designated Safeguarding Officer.
3. Close: File the form with the Event Manager for post-event review.
ESCALATION TRIGGERS (Call Event Manager or Police)
If ANY of the following happen:
⚠️ The person has been missing for >30 mins and not found.
⚠️ The person is a child and no parent has claimed them.
⚠️ The person is reluctant to go with the claimant.
⚠️ Suspicion of abduction or exploitation.
⚠️ The person has a medical emergency.
