There were 2 ideas-

1. You play as a Arkham Asylum Guard having to survive from the recently escaped inmates for a certain amount of time until Bat Man comes.

2. Play as recently escaped inmates having to get away before Bat Man catches you (the idea behind this drawing in particular). 

Joker's design was traditional, purple suit, slicked up hair.

Harley's jester hat was make more into a cap and I wanted to include more elements of a doctors uniform.
