David was born in Bangor and raised in Old Town, and is the grandson of French and Irish American shoe, textile, and railroad workers. He is the first in his family to attend a four year college and to earn a bachelor’s degree and a master’s degree. David has more than twenty-five years of senior-level state, local, and federal government experience. He worked on two additional national presidential campaigns and locally on U.S. Senate, U.S. House, and Maine gubernatorial campaigns. David served as a top aide to Maine Secretary of State Bill Diamond in the early 1990s and between 1993 to 2001, worked primarily abroad for the U.S. government, responding to political, humanitarian, and economic crises in conflict-torn Cambodia, Haiti, Bosnia, Croatia, Serbia, and Kosovo.
I have always been pro-choice and would, as a U.S. Senator, support efforts to codify Roe v Wade and other initiatives to strengthen women's contraceptive and reproductive rights and health care - including federal funding for Planned Parenthood and similar organizations. I have also, since my teen years, supported ratification of the Equal Rights Amendment (ERA) and the eventual establishment of a comprehensive single payer national health insurance program (Medicare for All).
Americans lack sufficient access to affordable housing. To help in remedying the situation, I would back Senators Warren’s and Warnock’s American Housing and Economic Mobility Act which would increase and leverage federal funding to build millions of new homes and provide grants and tax credits to low-income renters and first-time home buyers. The federal government has an extensive tool kit to help in expanding home ownership and lowering housing and rental costs in the United States, and Warren’s and Warnock’s bill would help in stocking up (with more resources and incentives) and expanding our nation’s housing tool kit. I would also support Vice President Harris’ proposals to increase homeownership and reduce rental costs.
I am the only candidate for the U.S. Senate in Maine with direct governmental and non-governmental experience combating and preparing for the impacts of climate change. As a senior gubernatorial aide and Deputy Secretary, I coordinated Maryland’s efforts to tackle climate change between 2008 and 2015. And, following my government work, I continued to press for urgent and aggressive climate action via “Climate Action Now” in Maryland and the Natural Resources Council of Maine (NRCM). I have always supported urgent, aggressive, and comprehensive climate action – including programs to price carbon (and other GHGs) and to fund and expand numerous clean energy, energy efficiency, carbon sequestration, sustainable land use, and global warming adaptation initiatives.
I have, since working for Senator Ted Kennedy (one of our nation’s leading historical proponents of gun control/safety initiatives) as a nineteen-year-old, supported comprehensive gun control/safety laws and programs – including universal background checks; red flag, safe storage, and gun manufacturer liability laws; and assault weapons bans. I have also always supported increased federal funding for mental health services and responsible community policing.
