The following question will be on the ballot:
“Shall the Board of Directors of the Clear Lake Community School District in the County of Cerro Gordo, State of Iowa, be authorized to contract indebtedness and issue General Obligation Bonds in an amount not to exceed $18 million to provide funds to build, furnish and equip a secure entry to and improve, remodel, furnish and repair the elementary facility; to build, remodel and equipment improvements to the athletic facilities at the Lions Field Complex; to build, furnish and equip additions to the middle/high school facility including wellness center and gym vestibule additions; and to improve, remodel, furnish and equip the middle/high school facility and site, including a greenhouse and parking/sidewalk improvements?"
The estimated cost for all of the projects is approximately $18 million.
Tax rates are not expected to increase. The total tax rate has been $10.39 the past three years, and the Clear Lake Board plans to keep the tax rate at or around $10.39 for 2021 and some future period of time.

No. These are two separate pots of money. Teacher salaries are paid from the general fund. The bond proceeds can only be used for the infrastructure purposes stated in the ballot question.
There are two options available. One option is to direct the architects and engineers to review and re-analyze the construction plans to try to discover ways to make the projects more economical without sacrificing quality. Another option is to allocate other district resources like sales tax or PPEL funds towards the construction of the projects to make up the difference.
