BLACK SWAN 18 was a communications exercise that tests how well public safety organizations and the public can maintain critical information during severe winter weather that takes out power and communication lines, impedes transportation, and introduces hazards including both ice and flood.
In a high-impact disaster, response will need to include many organizations bringing their unique expertise and resources to bear in a coordinated fashion. BLACK SWAN 18 tested this ability to operate across geography and among complementary organizations. Cooperating forces included the Ohio Military Reserve (2nd Battalion), ARRL Ohio Section, Air Force MARS, and ARRL Iowa Section.
ARES, NTS, RRI, RACES, AUXCOMM, CERT, or other public service volunteer forces, were invited to participation while we ran the exercise October 4-10, 2018. Our Info Packet for coordinating forces provided critical information.
