ELEMENTARY LIBRARY MANUAL AND COLLECTION DEVELOPMENT POLICY REVISED 2025.

 

 

G. THE LIBRARY COMMITTEE

Assisting the library in gathering collections in various categories, particularly in the curricular materials, the help of the Library Committee is essential. This committee is composed of faculty members selected by our Elementary Librarian.

 

The functions and responsibilities of the Library Committee members are the following:

1. Advice and assist the Elementary Library in building up a balanced collection.

2. Act as a liaison between the Elementary Library & the academic community.

3. Support in the promotion of library needs and usage.

4. Make recommendations when necessary for library improvement.

5. Attend library committee meetings.

6. Involve and support book fairs, library orientation, and other library related activities.

7. For library standards and accreditation

 

H. SELECTION

The head of elementary library has the primary responsibility for collection development but will also encourage the faculty and members to select materials to build the collection.

 

The Elementary Librarian in coordination with the Faculty Library Committee is responsible for the collection development of library materials. Upon the recommendation of the Elementary Librarian, noted by the Elem Principal and the University Librarian, the Acquisitions Librarian thru the Office of the AVP, SPSF, will seek the purchase approval for books and other library materials to the Office of the VP for Finance for she will have the last word for its procurement.

 

Library committee whose members are faculty members representing the different subjects are invited to bookfairs to utilize the library's bibliographical and review resources for identifying

purchase requests and then make recommendations for their particular subject areas.

 

I. POLICY ON BOOK SELECTION

2. Faculty members are tasked to evaluate and recommend books for their

department, approved by the Principal & endorsed by the Elementary Librarian.

3. Fiction books for educational & research purposes maybe purchased.

4. Duplicate copies of in demand materials maybe purchased.

 

J. SELECTION PRIORITIES

The following priorities shall be observed in the allocation of collection development funds for library materials and electronic resources:

1.      Support for pupils learning and faculty preparation for existing programs for the Elementary Department are given the highest level of priority.

2.      Support for pupils learning and faculty preparation for general education offers.

3.      Library materials and electronic resources for supporting the accredited programs.

 

K. GENERAL GUIDELINES FOR COLLECTION DEVELOPMENT

1.      To support the teaching, learning and research functions of the Elementary Department.

2.      To acquire & organize relevant & well-balanced collection of resources in different formats.

3.      To monitor the physical maintenance of the collection (weeding, binding & mending) Specific

 

L. GUIDELINES FOR SELECTION

Library Collection Development Guidelines are used in the selection of resources. The following guidelines are considered when purchasing Library resources:

·         Faculty recommendation

·         Relevance of content

·         Quality of content

·         Suitability for the defined client group

·         Demand – copies of each course

·         Recency of copyright

·         Format – a variety of formats may be purchased according to learning, teaching and research needs.

·         Adequacy of current holdings in the subject area

·         Availability of resources

·         Relative cost in relation to budget

·         Language - English language resources are purchased with the exception of material required to support teaching in foreign language courses.

·         Space and storage issues

·         Accreditation requirements

·         Special features such as: detailed accurate index, bibliography, footnotes & index.

·         Physical and technical quality paper, physical size, binding and durability

 

M. CRITERIA FOR DESELECTING, MENDING, BINDING & REPLACEMENT.

1.      Seldom used copies should be deselected.

2.      Outdated books that have inaccurate information should be deselected.

3.      Useful books that have been damaged should be repaired or should be replaced by a new copy with the latest edition.

4.      Superseded editions of books should be deselected.

5.      Irrelevance to the curriculum offerings.

 

N. PRINT PERIODICAL SUBSCRIPTION PROCEDURE

1.      The Acquisition Librarian canvass subscription cost from among the University’s subscription agents.

2.      Upon receiving the periodical quotation costs, a requisition form is prepared for the University Librarians approval & signature.

3.      The requisition form is forwarded to the Office of the VP- Finance for approval subject to the availability of funds.

4.      Upon approval of the VP-Finance, the Acquisition Librarian then requests the subscription agents to deliver the sales invoice.

5.      Upon receiving the Sales Invoice, the approved request which serves as the P.O. it will then be attached & forwarded to the Accounting Office for preparation of check.

6.      The Accounting Office releases the check payment prior to the periodical delivery.

7.      Delivery of periodical subscription.

 

 

O. NEWSPAPERS

Several newspapers that have permanent research value for pupils and faculty are subscribed for Vertical File purposes. Selection priorities and criteria are similar to those outlined under periodicals.

1.      Criteria for deselection of periodicals - Libraries will revise titles and make retention decision based on cost and need.

2.      Criteria for selection of non-book materials - Non-book materials shall be acquired based on the needs of the users.

 

P. CRITERIA FOR SELECTING ONLINE RESOURCES

The library subscribes to electronic products and recognizes the importance of these in support of learning, teaching and research at the university. Primarily these products are databases. The basic criteria for the selection of any electronic resources are:

1.      The electronic resources collection must be in support of the university’s academic programs.

2.      Electronic resources must provide sufficient added value over other formats.

3.      The search interface must be powerful, flexible, user-friendly, and well-indexed, with numerous points of access.

4.  Improvement of the overall library collection

5.  Whenever possible, access to the electronic resources must:

5.2. Deliver reliable remote access

5.3. Be available 24 hours a day, 7 days a week

5.4. Use a unified and intuitive interface

5.5. Price: including access/maintenance/platform fees. and benefits in consortium deals.

1.      Ideally the format should provide single-search access to the entire electronic resource.

2.      Search and retrieval functionality. Availability of printing, downloading and email

3.      The resource must be compatible across a wide variety of platforms.

4.      Trials and product demonstrations.

5.      User training and support.

6.      Statistical reporting.

7.      Reliability and availability

8.      Exporting and downloading.

9.      Authentication

10.  Full-text availability in PDF and/or HTML

11.  Additionally, a number of free resources that are available on the World Wide Web are included in our library guides as a means of highlighting their availability for our patrons.

 

P.3. Vendor and Licensing

1. The vendor should be stable and reliable and offer technical support.

 

Q. CRITERIA FOR GIFTS AND DONATIONS

1.      Gifts / donations shall be evaluated based on the needs and demands of the users.

2.      Only updated reference materials shall be considered.

3.      Receipt of gifts / donations shall be acknowledged.

 

R. CRITERIA FOR SELECTING BOOKS FOR PRESERVATION & CONSERVATION

The library preserves those materials that cannot be replaced but continue to have long-standing or permanent significance to the overall collection.

1.      Materials for the archives are treated through an in-house repair or library binding facility.

2.      Other preservation means include rebinding, photocopying and digitizing.

3.      Other options include transfer of section (e.g, from the General Collection to the Special Collection or to the Archives)

 

S. WEEDING

An up-to-date, attractive and useful collection is maintained through a continual withdrawal and replacement process. Withdrawal of materials is dependent upon criteria such as age and condition of items, frequency of circulation, relevance to the collection, and long-term or historical significance. Replacement of worn volumes is dependent upon current demand, usefulness, more recent acquisitions, and availability of newer editions. This ongoing process of weeding is the responsibility of the University Librarian and Elementary Librarian. Withdrawn materials will be handled in a similar manner & will be stored in the Relegation Room or donated for the outreach programs. (See Weeding Policy)
