This document serves as the authority for most of the Commission's processes, and a proclamation of the rights of the electorate, the candidates, and the ASHS ComElec. It takes priority over any official document released by the Commission, unless certain parts are repealed and amended by any passed resolution.
This document serves to establish the internal processes followed by the Commission, and detail the roles, rights, and responsibilities of its Commissioners.
The ComElec Core shall be composed of the ComElec Chairperson, ComElec Vice- Chairperson, and ComElec Secretary. The ComElec Core shall fulfill the duties and responsibilities indicated herein along with other duties and responsibilities assigned to them by the ComElec Moderator or the ASHS A-Team.

ComElec SecretaryThe ComElec Extended Core (or Ext. Core) shall be composed of the Heads for all existing Committees of the ComElec. The ComElec Extended Core shall aid in the oversight of operations and is regarded as the highest decision-making body of the Commission.
The Candidate Relations Committee shall be responsible for the correspondence between ComElec and the candidates for every election. They shall oversee the processing of campaign materials, monitoring of posts, briefing of candidates, and the formulation of discernment efforts.
The Communications Committee shall be responsible for all the promotions of the ComElec, including but not limited to the formation of publication materials, the composition of content and captions, and the management and evaluation of ComElec’s social media pages.
The External Relations Committee shall oversee the coordination with parties outside the Commission such as the ASHS Sanggunian, partner organizations inside and outside of the ASHS, class moderators, and representatives concerned with the projects and initiatives of the ComElec. They shall also spearhead and manage the evaluation and documentation of all elections.
The Logistics and Finance Committee shall spearhead and oversee the management and development of election systems and accompanying technical matters such as creation of ballots and canvassing of votes. In an onsite setup, they shall also be responsible for venue and equipment reservations, floor plan layout for THD, MDA, and Elections, as well as its accompanying financial and budget forms.
The Programs Committee shall be in charge of spearheading the brainstorming, preparation, and implementation of the Town Hall Debates (THDs) and Miting De Avance (MDA) during the 1st and 2nd Election seasons.
