Tactics Used

Illegal video surveillance including every aspect of a persons life, even in situations where a person is expected to have reasonable expectation of privacy

Hidden cameras in bathrooms changing rooms, bedrooms or hotel rooms

Recording someone without consent in private spaces (varies by state/country some require all party consent even in public)

Voyeurism - secretly filming someone for sexual gratification

Workplace surveillance that violates labor laws (e.g. cameras in break rooms, restrooms)

Spyware/stalker ware installed on someone’s device or in their home without knowledge

Thefts and Break-ins- entering home and car - includes stealing groceries, clothing, emptying containers that were previously full.  Moving items to a different spot to confuse the victim.   They will leave evidence of their entry to let the victim/target recognize the harassment.  

Communication intercepted - Mail theft, mail opened, phone and computer hacking, blocked email, blocked or forwarded phone calls. 

Stalking or  Proxy Stalking - following a person or a network of people who follow, monitor and harass the victim/target. 

Smear campaigns, character assassination by circulating rumors and spreading lies to destroy reputation and isolate the victim.   

Sleep deprivation - includes sleep disruption, dream manipulation, synthetic dreams, and pain. 

Sexual assault.

For some victims - Feeling of mind and body exploitation likened to reality TV.  Video and voice recording of the victim with live broadcast 

Hypnotic triggers - A phrase or any sensory cue implanted so that the victim is programmed to involuntarily act in a certain way. The hypnotic triggers are planted without the victim being aware. After acting on trigger, these actions are erased from the victim's memory.  MKULTRA survivors can still be triggered from programming done decades ago.
