Earlier, a 1963 CIA-issued manual prepared on the study of Radio-Hypnotic Intra-Cerebral Control (RHIC) explained: “When a part of your brain receives a tiny electrical impulse from outside sources, such as vision, hearing, etc., an emotion is produced—anger at the sight of a gang of boys beating an old woman, for example. The same emotions of anger can be created by artificial radio signals sent to your brain by a controller. You could instantly feel the same white hot anger without any apparent reason.”
In October 1965, Richard Cesaro, the DARPA official in charge of the project, addressed a secret memo to the agency’s director, Charles Herzfeld, explaining the justification for this new research effort. The White House had charged the State Department, the CIA, and the Pentagon to investigate the microwave assault in secret. The State Department was the lead on the program, code-named TUMS, and DARPA’s responsibility, Cesaro explained, was “to initiate a selective portion of the overall program concerned with one of the potential threats, that of radiation effects on man.” Despite attempts to render the Pandora program invisible to scrutiny, FOIA filings revealed memoranda from Cesaro, which confirmed that the program’s initial goal was to discover whether a carefully controlled microwave signal could control the mind. Cesaro urged that these studies be made for potential weapons applications.

In March 1978, the city of Eugene, Oregon, found itself inundated with microwave radiation. The Oregon Journal reported: “Mysterious Radio Signals Causing Concern in Oregon.” Federal government specialists blamed the Soviets, but the Federal Communications Commission concluded that the signal—recorded throughout the state of Oregon—came from a Navy transmitter in California.
Oregonians statewide complained of headaches, fatigue, inability to sleep, reddening of the skin, anxiety, “clicks” in the head and a “buzz” harmonizing with a high-pitched wail. Canadian researcher Andrew Michrowski wrote to Prime Minister Pierre Trudeau on September 19, 1978, citing a Pacific Northwest Center for Non-Ionizing Radiation study that found the signals “psychoactive” and “very strongly suggestive of achieving the objective of brain control.”
“Man Hallucinates, Says Microwaves Are Murdering Him,” reported the March 21, 1979, edition of the Los Angeles Herald Examiner. The subject of the article, electronics engineer Leonard Kille, claimed his brain had been destroyed in mind-control experiments by CIA-sponsored psychiatrists Vernon Mark of Boston City Hospital and UCLA’s Frank Ervin.
Dr. Ross Adey, in his pioneering work determined that emotional states and behavior can be remotely influenced merely by placing a subject in an electromagnetic field. Silent Sound Technology Patent 1992
The mind-altering mechanism is based on a subliminal carrier technology: the Silent Sound Spread Spectrum (SSSS), sometimes called "S-quad" or "Squad". It was developed by Dr. Oliver Lowery of Norcross, Georgia, and is described in US Patent #5,159,703, "Silent Subliminal Presentation System", dated October 27, 1992.
The abstract for the patent reads:
"A silent communications system in which non-aural carriers, in the very low or very high audio-frequency range or in the adjacent ultrasonic frequency spectrum are amplitude- or frequency-modulated with the desired intelligence and propagated acoustically or vibrationally, for inducement into the brain, typically through the use of loudspeakers, earphones, or piezoelectric transducers. The modulated carriers may be transmitted directly in real time or may be conveniently recorded and stored on mechanical, magnetic, or optical media for delayed or repeated transmission to the listener."
In a 1993 US Air Command and Staff College paper entitled Non-Lethal Technology and Air Power, authors Major Jonathan W. Klaaren (USAF) and Major Ronald S. Mitchell (USAF) outlined selected Non Lethal weapons.

In July 1996, Spotlight, a widely circulated US newspaper reported that well placed DoD sources confirmed the existence of a classified Pentagon contract for the development of “high-power electromagnetic generators that interfere with human brain waves.”
