SBCSS ROP provides career training for inmates in the San Bernardino County Sheriff's correctional facilities—Glen Helen Rehabilitation and West Valley Detention Centers. Funding for the program is provided by the CDE Adults in Correctional Facilities apportionment.

CAEP allocates funds to regional consortia comprised of community college districts, their K12 counterparts, and other regional providers of adult education programs and services. SBCROP is part of the Inland Adult Education Consortium.

In the 2018–19 fiscal year, $150 million was allocated on an annual and ongoing basis to K-12 local education agencies (LEAs) through the K12 Strong Workforce Program (K12 SWP) to create, support, or expand high-quality CTE at the K-12 level (Education Code, Section 88827). Funds are meant to support essential collaboration across education systems between the K–12 sector and community colleges, or intersegmental partnerships, with involvement from industry businesses and organizations in strengthening CTE programs and pathways aligned with regional workforce needs. Grant awards are determined through a regional competitive process and are not guaranteed.

Strong Workforce legislation created the K12 Pathway Coordinator positions to support vital connections between the K–12 sector and community colleges in order to strengthen Career Tech Ed (CTE) programs and pathways that align with regional workforce needs. SBCSS hosts five of nine K12 Pathway Coordinators in the region. They are assigned to each community college district’s service area to work with the community colleges and the K-12 LEAs, provide technical assistance as needed to strengthen and expand CTE programs, and to be go-to resources for K-12 Strong Workforce and the Career Technical Education Incentive grants.
