EL3 Pathway Project: English Learners in Linked Learning

In 2015, the Alliance for Education partnered with multiple school districts within the county to build a network of teachers and teacher leaders focused on improving English language learners’ achievement in the context of Linked Learning pathways. As a means to improve EL student access into the pathways, the need for mathematics support was identified and addressed through the offering of professional training/development in Mathematical Discourse Instruction to participating districts.
In 2018, after assessing the limited progress towards the original agreed upon outcomes, SBCSS requested a funds extension and a refocusing of the scope of work. One district of the original cohort was positioning themselves to continue the work beyond the original grant funding. When remaining funds were approved by the Foundation to continue and refocus the work with this one district, a renewed partnership was established between SBCSS and the Colton Joint Unified School District (CJUSD). New outcomes were agreed upon, and communication between all partners was coordinated to ensure consistency in support and progress.
The 2-year cost extension provided the opportunity for SBCSS and CJUSD to dive deeper into the work, continue the dialogue, support the expansion of the project into the lower grades, and expand the number of secondary teachers who had been trained. Future plans to review, analyze and present the data to county stakeholders were put on hold as the district navigated the effects of the pandemic. CJUSD has every intention of presenting results and creating published materials in the future.
Outcomes:

Funds provided resources and experiences for elementary students and educators to enhance STEM skills. Local school districts planned and implemented STEM related projects/events that enhanced workforce readiness skills, served hundreds of students, and included students from multiple school districts. Educators from multiple districts were also provided resources to build capacity in STEM related principles and activities that directly impact student workforce readiness skills.
Outcomes:

The BUILDING OUR STEM WORKFORCE project builds on the work from previous Edison funding, and continues to include learning experiences around innovation, workforce development and essential skills attainment. This project promotes and supports STEM learning in elementary schools. Successful STEM learning spaces enhance STEM programs by providing students with opportunities to participate in active learning activities that challenge students to utilize innovative problem solving and design thinking. Use of these spaces demonstrates high student engagement in STEM related activities that lead to increased awareness of STEM-related career fields.

Work at each of the districts also includes a continued focus on families, with schools providing family activities at their STEM spaces to expose parents to STEM skills necessary for future careers.
Activities in this grant include work around four major goals to build local expertise and capacity in STEM with an emphasis on STEM education at the elementary grade level, and a continued focus on building network capacity to address the need for all students to be college and career ready.

In partnership with the Centers of Excellence, the Alliance developed a regional GIS map that identifies the location of existing K12 CTE programs and Inland Empire community college career education programs. Labor market data supplied by COE was included illustrating the alignment/misalignment of workforce needs in the region in comparison to the location of regional workforce preparation programs.
The resulting map is designed to help the region in identifying alignment issues, as well as gaps in services/resources. It will serve as a tool in analyzing IE pathway efforts, allowing viewers to identify trends and make data-driven decisions.

In partnership with the California Community Colleges, the Alliance is facilitating local outreach to underserved, unserved and hard-to-reach communities about the opportunities available through the California Community College system. Resources include a website, handouts, and additional items promoting the CCC system, and are made available to all regional education agencies.
