Police Traffic Report

A 2021 Andover Town-wide racial climate and diversity audit raised concerns that some Andover Police Department (APD) actions were racially motivated. An analysis of over 4,600 APD traffic stops from 2020 to 2023 was conducted to investigate these concerns.

The analyses presented in this report do not definitively prove racial profiling or

discrimination in APD traffic stop practices, they do highlight areas of concern that warrant further investigation and potential policy changes. We identify flaws in the collection of demographic data, find limited public transparency, and enumerate potential indicators of implicit bias
