During this phase, data is gathered to support the business case for the project (e-learning course), and boundaries are established. Stakeholders, initial resources, and high level milestones are identified. This phase produces 2 deliverables: a Project Charter and a Preliminary Scope Statement.
A project team may consist of the following roles: Sponsor(s), Project Manager, Stakeholder(s), Subject Matter Expert(s), Customer(s) and Supplier(s).
Project Charter: This is the business case for why the project needs to occur. This is typically a 5-10 page document that outlines a project description, objective(s), risks and constraints (see below), resources, milestone dates, roles and responsibilities of the project team, and a place for sign off form the Executive Sponsor and Project Manager.
Preliminary Scope Statement: This is the final deliverable of this phase. It identifies the project organization, goal(s), dates of key events, and budget/resource constraints. It is typically about 1 paragraph in length.
