Anchor text should describe the destination in the words a reader would use. That is most of the guidance. Where it goes wrong is at the extremes: hundreds of identical exact-match anchors, which looks engineered because it is, or link after link reading "click here" and "read more", which says nothing to anyone. Natural variation — the page name, a descriptive phrase, sometimes the exact term — is both better for readers and safer. Placement matters as much as wording: a link inside a paragraph where the reader is already thinking about that subject is worth more than the same link in a related-articles box nobody looks at.
Internal linking changes are among the easiest SEO work to evaluate, because nothing external moves at the same time. Record which pages received new links and from where, note the date, and watch impressions and average position for those pages against a control group of comparable pages you did not touch.
