關於我們 About Us

中華⺠國智障者家⻑總會(智總),由全國⼼智障礙者家⻑所組成的⾮營利組織,於1992年成⽴,以「⽗⺟深情、永不放棄」之精神、與全臺39個團體會員共同攜⼿,向中央及地⽅政府倡議、推動政策⽴法、建構服務,以保障⼼智障礙者全⽣涯所需,包括:早期療育、特殊教育、就業、醫療、法律服務、經濟安全、⾃⽴⽣活,以及⽗⺟與障礙者邁⼊⽼年之後的照顧需求等權益。
主要⼯作內容包含:

  • 政策倡議:
    為了保障全臺領有⾝⼼障礙證明的家庭的權益,現今遍及全臺的早療據點、障礙者就業輔導機制、特殊⽛科、法律扶助等隨著障礙者年齡發展所需⽽形成的各項服務,都是智總透過⻑年推動政策建議逐步建構⽽成。

  • 權益監督:
    臺灣早年曾有未⽴案機構讓障礙者住在牢籠裡,如今則有虐待或不當管教的事件發⽣。攸關維護⼼智障礙者權益時,智總總是第⼀個站出來發聲。

  • 創新服務:
    由智總發起之「⾃⽴⽣活及⾃我倡導計畫」為全臺唯⼀串連⼼智障礙者跨組織的交流平台,將⽀持障礙者⾃我發聲的概念推動⾄全臺各地。

  • 社會教育:
    每年固定舉辦⼤型活動「全國⼼智障礙者才藝⼤賽」、「全國⼼智障礙者親⼦運動⼤會」、「信楽吹來的⾵展——國際藝術交流平臺」,不僅是為⼼智障礙者提供展現才能的舞臺,更藉由活動與各地緊密連結、創造社會⼤眾認識⼼智障礙者的機會。

The Parents' Association for Persons with Intellectual Disability, Taiwan is a non-profit organization founded in 1992 by parents with children with intellectual disabilities from all over Taiwan. The organization is founded upon the principle that “Parents’ affection runs deep; we will never give up on our children.” We work together with 39 member organizations across Taiwan, making proposals to central and local governments, promoting policies and the enactment of new laws, and setting up services in order to provide for the needs of people with intellectual disabilities throughout their whole lives, including: early childhood intervention, special education, employment, medical care, legal services, economic security, independent living, and elderly care as people with disabilities and their parents enter old age.

What we do:
Policy Initiatives:
In order to ensure the rights of families with children who have certificates of disability, there are early childhood intervention points all over Taiwan, employment guidance for people with disabilities, specialized dentists, legal support, and other services that meet the needs of people with disabilities at all stages of their lives. These services have been gradually established through the Parents’ Association’s long-term efforts promoting policy suggestions.

Supervision of Rights:
Taiwan once had unregistered institutions in which people with disabilities were kept in cages. Nowadays, reports of abuse or inappropriate discipline still occur. The Parents’ Association is the first to speak out on behalf of preserving the rights of people with disabilities.

Innovative Services:
The “Project for Independent Living and Self-Advocacy” initiated by the Parents’ Association is the only platform in Taiwan through which organizations for people with intellectual disabilities can hold discussion and exchange, thereby promoting the concepts of supporting people with disabilities to speak for themselves across Taiwan.

Society Education:
Every year, we hold the following large-scale events: “National Talent Competition for People with Disabilities,” “National Parent-Child Athletics Event for People with Intellectual Disabilities,” and “The Wind Blows from Shigaraki Exhibition-Platform for International Arts Exchange.” Not only do these events provide a stage for people with disabilities to show off their talents, they also create close connections with local communities and create opportunities for members of the public to get to know people with disabilities.

We sincerely hope that the hard work of the Parents’ Association can bring peace of mind for all parents.
