陽明教養院於1982年7月成立，是臺北市唯一公辦公營身心障礙福利機構，以18歲以上中重度智能障礙合併多重障礙者為服務對象，提供生活照顧、醫療保健及技藝陶冶等全方位服務。

隨著社會觀念進步，對身心障礙者服務從照顧轉變為支持及自我發展，加上身心障礙者權利公約精神強調多元平等參與，重視身心障礙者廣泛獲得資訊及自由表達的權益。故本院致力打造無障礙資訊環境，推動易讀專案，將易讀理念融入服務對象日常，例如：院內區域提供清晰易懂之空間指示牌、用藥安全知識推動；組成倡議小組，引導服務對象瞭解與討論社會議題，創造表達意見平台。

另外，鑑於伴隨情緒行為需求之心智障礙者，在社區與機構中需要更多的支持，身為公立機構肩負責無旁貸的角色，於2022年試辦「情緒行為支持中心」，擔任醫療端（機構）與照顧端（社區）間的中繼站，透過行為改變、技術處遇策略及資源連結，提供3到6個月密集性行為訓練，每星期則與照顧者衛教指導、諮詢與交流討論，銜接照顧技巧，使其降低行為問題發生頻率和嚴重性，成功返回機構或社區。

陽明教養院成立近40年，一直以提升身心障礙者權益、強化社會參與，落實多元平等服務理念，致力建構符合心智障礙者所需的環境，促進生活品質的提升。

Taipei City Yangming Home for the Disabled was founded in July of 1982 and it is the only publicly operated welfare agency for people with disabilities in Taipei City. The Home provides holistic services including life care, medical treatment and health services, as well as skills and arts education for people with moderate to severe intellectual or mental disabilities over the age of 18.

As societal notions have progressed, services for people with disabilities have transitioned from a focus on care to support and self-development. In addition, the spirit of the Convention on the Rights of Persons with Disabilities emphasizes diverse and equal participation, placing importance on people with disabilities having broad access to information and their right to freely express themselves. As a result, Yangming Home for the Disabled has focused efforts on creating an accessible information environment, promoting Easy Read projects and integrating Easy Read principles into the daily lives of the people for whom they provide service. For example, the home provides clear and easy to read signs for different spaces and also promotes knowledge about safe medication use. The Home has also organized an initiative group, guiding residents in understanding and discussing social issues and providing a platform for them to express their ideas.

In addition, given the emotional and behavioral needs that accompany people with intellectual disabilities, further support is needed in both the community and in institutions. Therefore, as a duty-bound public institution, Yangming established the “Emotional Behavior Support Center” for a trial run in 2022 to serve as a relay station between the medical end (institutions) and the care end (communities). By using behavior adjustment, techniques and strategies for problem management, and linking resources, the center provides three to six months of intensive behavior training and offers weekly health education guidance, consultations, and exchange and discussions for care givers, joining together care techniques in order to lower the frequency and severity of behavior issue incidents and create success in returning to institutions or communities.

In the 40 years since its founding, Yangming Home for the Disabled has always operated on the principles of enhancing the rights of people with disabilities, strengthening community participation, and implementing diverse and equal services in order to create an environment that include the needs of people with disabilities and advance improvements in quality of life.
