When a student reaches three rates at or above the target and has a good comprehension of the passages, then they may be ready to move up a level. Lots of praise and encouragement go a long way in helping the student feel good about the hard work that goes into becoming a good reader. Incentives and prizes can also help students to feel a sense of accomplishment.
