Preconstruction Division

The Preconstruction Division is lead by the Region Preconstruction Engineer. They facilitate regional planning efforts including the Indian Nations, Conservancy Boards, Archeological Divisions, SITLA, BLM, Forest Service, State Parks, and other non-project related relationships. They are responsible for all planning activities not assigned to a project or on the STIP program. They are responsible for environmental clearances, design standards deviations, exceptions, and waivers, right-of-way (ROW), and utility clearance. They manage all aspects of project design, right-of-way, survey, environmental and utilities.
