Checking out and Transfer Information Sheet (TIS) (Navy)
Ensure Ensigns complete the TIS in a timely manner for Officer Personnel to get them ready for detaching. This has the potential to impact their pay, so it matters!
Step-by-Step:
Supervisors forward the name of your ENS and the date they are planning to detach to Mrs. Pajarillo.
Officer Personnel (Mrs. Pajarillo) will fill out the TIS form and forward along with the members transfer package.
ENSs will complete and return the package. (Include full SSN on the transfer paperwork. Everything will be sent via DOD Safe which is an approved system for transmitting PII. Mrs. Pajarillo will include instructions for DOD Safe with the transfer package)
The ENSs will receive their final transfer paperwork (stamped orders, FitRep, etc) via DOD Safe from Officer Personnel.

Timeline:
PSD Norfolk would like the the completed transfer packages 30 days prior to detaching. This is not always possible for the TADs but we try and get as close as possible.
This will be the same timeline for members going overseas. However, they will have additional requirements that may take additional time to complete. TADs should read their orders carefully so they know what they need to complete prior to detachment.
Notes:
All Summer TADs can have their respective Division SWO (not the NADO SWO) sign the "duty block" on the transfer/check out sheet.
Anyone detaching on 24Aug2023 or later will require an observed FitRep. The Period of Report starting date would be 26May2023.
Parking
TAD Ens/2ndLts are required to park in MIDN or undesignated parking spots and will not be allowed to leave their cars overnight or for an extended period while they are on leave.
Anyone found in violation of these rules will be ticketed.
TADs are not authorized F/S stickers, and may not park in faculty/staff parking.
Basket Leave
TAD start dates are determined by the TAD Supervisors. Any time between Commissioning and TAD start, must be accounted for as leave.
All basket leave requests require approved leave chits.
This is the chit that you should be using. Some of it is already filled out as an example, but it is recommend you give guidance on what you want to see.
Full SSNs are not to be used on leave chits.
Electronic leave tracker - TAD supervisors use this link to assign leave control numbers to the leave request forms. You should sign the hard copy leave chit after you assign a LCN and the Ensign should take that with them on leave. Since they are not in NSIPS yet, this is the only proof they have that they are on a leave status from UNSA.
OPERS only needs the information in the spreadsheet. There is no need to send them a copy of the leave chit.
For Ensigns, basket leave must be taken within 90 days of gradation. Graduation leave expires on Thursday, 24 Aug 2023 at 2359, 90 days from commissioning date of 26 May 2023. Marine 2ndLts must take all 30 days of basket leave immediately after graduation.
Step-by-step USN TAD Leave Process:

Graduation Leave (prior to Ensigns being gained in Navy Standard Integrated Personnel System (NSIPS)). All USNA graduates are authorized 30 days of graduation leave. Graduation leave must be used within 90 days (0730 24 August 2023) of graduation or prior to reporting to first duty station. Graduation leave is not chargeable as regular leave but is accounted for and will not be carried beyond 90 days after graduation. Graduation leave is not an excuse for missing a RNLT than date. The following procedures apply to Navy personnel only:
If you will not be Temporarily Assigned Duty (TAD) at the Academy, you will take your graduation leave enroute to your first duty station. You DO NOT need to fill out NAVCOMPT Form 3065, your leave will be authorized in your orders.
TADs should be gained in NSIPS by 11 July 2023 and will then be required to submit leave electronically via NSIPS/e-Leave. Paper leave requests should not be processed if the start date is after 11 July 2023.
All Ensigns TAD to the Academy are required to be present for duty to support I-Day. If your leave request conflicts with I-Day please work with your TAD Supervisor and the I-Day Coordinator for excusal.
If you are TAD to the Academy and plan to take graduation leave prior to 11 July 2023 you must fill out NAVCOMPT Form 3065 and follow the procedures below:
(1) For in-conus leave: Submit your completed NAVCOMPT Form 3065 to your TAD Supervisor to have approved and a Leave Control Number (LCN) assigned. TAD departments will use the Electronic Leave Tracker to assign LCN’s and forward a copy of leave requests to OPERS. Keep this form with you while you are on leave. Upon returning from leave, if leave was taken as originally requested no further action is required. If your departure/return is different from what was originally requested blocks 27a-c and 28a-c of your NAVCOMPT Form 3065 must be completed by your leave approver and forwarded to OPERS.
(2) For out-conus leave: Submit your completed/signed checklist and your approved APACS travel clearance (if required) along with your NAVCOMPT Form 3065 to your TAD Supervisor to have approved and a LCN assigned. TAD departments will use the Electronic Leave Tracker to assign LCN’s and forward a copy of leave requests to OPERS. Keep these forms with you while you are on leave. Upon returning from leave, if leave was taken as originally requested no further action is required. If your departure/return is different from what was originally requested blocks 27a-c and 28a-c of your NAVCOMPT Form 3065 must be completed by your leave approver and forwarded to OPERS.
Once leave has been submitted if you need to cancel or modify your request prior to commencing contact your TAD Supervisor as soon as possible. After commencing leave if you need to extend your leave contact your TAD Supervisor for approval and upon return your approver must complete blocks 29a-c of your NAVCOMPT Form 3065 and forward to OPERS.
If you have not received your orders prior to graduation, you may take basket leave while awaiting your orders. You must be in contact with your respective community leads at USNA and your detailer to get orders as soon as possible. Unless you have orders indicating otherwise, you must return to USNA at the completion of 30 days for follow-on reporting.
Travel Time. Travel time via privately owned vehicle (POV) is based on one day for each 350 miles. If you use less than the authorized number of days, you will only get reimbursed for those days used. Travel time will be computed from USNA to your first duty station.

Government Provided Transportation. If you are not TAD and request government funded air travel to your next duty station, the Midshipmen Personnel Office will make these arrangements. If you are TAD you will submit your request to OPERS and your arrangements will be made by NAVPTO. Once travel dates are requested, no changes will be made without receipt of an order modification.
Family Member Travel. You are entitled to government provided transportation/reimbursement for your dependents travel to your first duty station.
Proceed Time. Not authorized for newly commissioned officers.
How to get your TAD access to the usna.edu network
The USNA.edu network access for your future TADs will go away when they graduate (tomorrow). Once the 1/C MIDN are marked as graduated by MIDPERS, the IT services will end, and the account will be disabled. They cannot use their MIDN account.
If your TAD ENS/2ndLT absolutely requires access to the USNA.EDU network to perform their assigned duties, you as their TAD Supervisor, will have to submit a SAAR-N form on their behalf.
Examples of TADs that require access are those working for MIDPERS or Admissions. You should not request an account simply for them to have a USNA.EDU email address.
To request an account:
Fill in a SAAR-N form per the attached directions
Place the completed form in the "SAARs Submit" Folder on the U:drive (This PC->USNA Shares (U:)->SAARs Submit). There is no need to email ITSD or create a Web Help Desk Ticket.
Shortly after graduation, a separate TAD ENS/2ndLT UR record will be created. If a SAAR-N form is submitted by a TAD Supervisor, IT services will be enabled and an account will be created.
Note: The Department of the Navy requires a new user to complete Privacy and PII Training within 30 days of account activation. This is noted as required training on the new employee check-in sheet.

If you are submitting the SAAR-N form to the U: drive while off the yard, you must have VPN access through the Cisco AnyConnect Secure Mobility Client on their USNA machine. Here is how:
on your USNA laptop, make sure you have a network connection (ethernet or wifi)
connect to sslvpn.usna.edu through the Cisco AnyConnect Client
in the start menu or search bar, search for 'This PC'
once the 'This PC' window opens, look for 'USNA Shares (U:)' under 'Network locations'
double click on the 'USNA Shares (U:)' drive
double click on the 'SAARs Submit' folder
the TAD ENS/2ndLt SAAR-N forms can be dropped/saved into the folder
Special Info for Supervisors of Marines
All newly commissioned Marines detach from USNA upon graduation, and following graduation leave (basket), join Marine Barracks Washington (MBW).
Upon reporting to MBW after graduation leave, all administrative control is gained & maintained by MBW and the Marine Corps, while operational control is maintained by their TAD dept & USNA while they are here in a TAD status.
All leave is administratively approved (upon receipt of USNA dept approval) by the MarDet and MBW.
The MarDet handles all fitness reports, and we carry them all on our morning report.
And probably the biggest difference for our new Marines - graduation leave MUST be used immediately after graduation. They are not provided with a 90-day window like the Navy.
Checklist for TAD Supervisors (Graduation -10 days)
Recheck the assignment list to make sure you have the latest names (it is going to change more this week, so keep checking)
Make email contact with your TADs and verify the following:

Confirm their school date matches the TAD Assignments page. If not, submit the correct date via the GForm link located on the same webpage.
Process Leave Request Chits (USN only) via OPERS for anyone requesting leave immediately after graduation. The forms will ultimately be replaced with NSIPS electronic leave requests in early-mid July.
(IF TIME ALLOWS - not mandatory) Remind your TADS while they are back for graduation/move out to order a standard name tag from the Midstore.
Can Work Centers share TADs for short term tasking (like PROTRAMID)?
Yes, absolutely. The work center they are officially assigned to is responsible for all admin (muster, urinalysis, etc.). However, for short a duration it is allowable, and encouraged, to share manpower to meet demands. For off-Yard support, ensure your TAD is on funded orders.
For example: MLOs for Sub Week at PROTRAMID. Those Ensigns DO NOT need to be assigned to the nuclear accessions / submarine wardroom. They CAN be borrowed from from other workcenters; even with travel requirements. As long as the work center to which they are assigned is OK with losing them for the period in question. This exchange can be worked out directly between work centers, without central coordination from the TAD Coordinator.
My TAD is going to be off-Yard, now what?
Congratulations….you are now responsible for them 100%. This includes a number of items:
They must be on orders of some kind, which you are responsible for generating. P-TDY should only be used for short duration, if at all. Unfunded orders are highly discouraged due to zero entitlements and other potential issues.
They are still required to support military requirements like urinalysis, mandatory musters, general military training, physical readiness tests, and physical health assessments. Some of that may be possible remotely, but much of it needs to be done at USNA. They need to know what is happening, where, when, and be present. They are recall-able at any time to do those things.
They must complete the USNA checkout process on time. This includes the transfer information sheet submission (usually received by the work center supervisor about a month prior to detaching, completed by the member, and submitted to OPERS for ensigns), and being present for checkout. It’s best to budget a few days for that.
They must remain in contact with, and be communicating through, you. This includes the weekly muster for accountability, communications of TAD-pertinent items, changes in plans/orders, etc. OPERS, MARDET, and myself won’t be reaching out to the member necessarily; we’ll be reaching out to you.
Bottom line and hopefully understandable: it’s not our job to manage your off-site TAD, it’s yours.
Can TADs use their basket leave after block I?
If we need a TAD during block 1, they are able to push their basket leave to block 2 (or later), assuming their class-up or report dates support it. They'll have up to 90 days from graduation to use their graduation leave. It can be used in any combination in that time period, broken up, etc., and only expires when one of three things occur:
They use all 30 days
They pass through that 90 day mark while assigned to USNA (24 August)
They check into their next I-stop on their orders
Technically, they can TAD here, then take basket leave while in route to their next duty station as long as it does not go beyond August 24. It is written in their orders so no leave chit is required.
FITREP (Navy)
Ensure the Ensigns receive a detaching fitness report processed through OPERS (for < 90 days folks) or an O-5 or above in your chain of command (> 90 days) that is evaluated. See the shared FITREP guidance.
For TADs aboard USNA less than 90 days: OPERS will generate the fitness report (FITREP) when they check-out. No action required or desired from the work center.
For TADs aboard USNA greater than 90 days: An observed FITREP is required. Sorting out who will be the reporting senior and actually doing the FITREP writing & debrief is an important task for work centers to manage.
In every case, ensigns are required to have a FITREP that covers the period from graduation till they depart.
Marines follow their service process.
Urinalysis
Triple check that your TADs know what to do if required to test. Urinalysis coordinator must know by 11:00 if someone cannot participate.
USNA conducts urinalysis most every week. The list of participants is sent via the OFFICER, ENLISTED, and Tad-Supervisor lists early on the morning of the test. TADs who have signed up for the TADOFFICER@lists.usna.edu should receive this notice, but it’s always good to back them up. This requirement is overseen by the COS who will quite forcefully require the chain of command to report if a TAD (or any military member) fails to participate or have an excusal submitted by the supervisor ahead of the test.
An excusal is as easy as an email from you to the Urinalysis Coordinator with the appropriate rational.
