In line with the recent appointment of new Directors and Heads in different offices and units as part of the transition to a new management, and likewise the reconstitution of the new members of the Bid and Awards Committee (BAC), its Secretariat, and the Technical Working Group (TWG), the Human Resource Development Office conducted a Procurement Training Program on April 24, 2024, Wednesday, from 9:00 AM to 4:00 PM, at the UPM Boardroom, 8th Floor of UP-PGH Building and a hybrid setup via Zoom.
The program was graced by a Welcoming Remarks by Vice Chancellor Johanna Patricia A. Cañal and a Message from Chancellor Michael L. Tee.
The training has an objective of 1) providing the participants an in-depth understanding of the provisions and applications of RA 9184 and 2) giving an overview of the rules and regulations for government procurement processes to ensure transparency, competitiveness, and accountability in the use of public funds. The resource person, Engineer Josue O. Mirabite, a Government Procurement Policy Board (GPPB) Recognized Trainer, and the Former Chief Administrative Officer at the Philippine Institute for Development Studies, has provided the participants a compressed but complete coverage of Government Procurement 101 and Procurement Planning and Budget Linkages.
Engr. Mirabite started the discussion on the Philippine Government Procurement Laws, where he presented the timeline of developments from before the enactment of the Government Procurement Reform Act (GPRA) to give the participants context and transition to more comprehensive points of the training. The Principles of Public Procurement, Key Concepts on Government Procurement, and Procurement Organization were also covered.
Despite the technicalities in Government Planning, which includes the preparations of Project Procurement Management Plans and Annual Procurement Plans, participants actively asked questions and shared their inputs throughout the discussion. Engineer Mirabite addressed their queries by explaining the principles and process flows behind the policies that all point towards the importance of compliance to the laws in public procurement.
Capping off the training, Dir. Melody Jane L. Rojo, the Director of the Procurement Management Office, summarizes in her closing remarks the significance of establishing a good foundation on Government Procurement and Planning through the Republic Act No. 9184 or the Act Providing for the Modernization, Standardization and Regulation of the Procurement Activities of the Government
