Reduce the amount of the hazard brought into being

· Get people not to speed through education and extensive use automated speed enforcement (i.e., speed cameras)

· Limit cars’ physical ability to exceed the speed limit or speeds deemed acceptable given road conditions with software and hardware inputs

· Employ self-driving cars that do not exceed the speed limit

· Have electronic speed limit signs that change depending on roadway conditions (e.g. reduced speeds during fog and rain)

· Severely increase the financial penalties for speeding violations
