Prevent the creation of the hazard

· Eliminate the use of motor vehicles entirely

· Employ self-driving cars that do not exceed the speed limit

· Limit cars’ physical ability to exceed the speed limit or speeds deemed acceptable given road conditions with software and hardware inputs
