This outline serves as a guide for future facilitation of this community conversation, rather than a prescriptive agenda. Also, notice that the agenda is planned based on a 3-hour session including time for food. Further directions and details for group activities could be found on the page "Day 2 Activities".
Food: Light Breakfast
Based on holding this session in the morning for a half day, for example 9 -12 p.m., providing a light breakfast would incentivize participation and provide energy for participants throughout the conversation. The light breakfast is offered at the beginning of the meeting as participants enter the space and throughout the session.
Welcome & Introduction (5-10 minutes)

2. Group Activity #1: SWOT Analysis of the creative economy (1 hour)
Discussion Question: What are the strengths, challenges, barriers, and opportunities experienced by the creative economy?
Activity: SWOT Analysis
Transition: Thank you everyone for contributing your ideas and experiences. We have learned so much together so far after discussing some of the strengths, challenges, barriers, and opportunities of Duluth's creative economy. Let's take a 10 minute break to stretch and refresh before moving onto the next activity.

4. Group Activity #2: Brainstorm a list of creative economy data indicators (1 hour)
Discussion Question: What data indicators would best measure Duluth’s creative economy? How does a creative economy contribute to sustainable and equitable growth?
Activity: World Cafe
Ensure that there are clear connections between data indicators and what it is intended to measure and how it would be measured. The facilitator can help to make those connections by asking clarifying questions from participants.
Transition: Thank you everyone for your effort in identifying specific data indicators to look at and consider in order to grasp the impact of the creative economy. This is a great starting point for how we can measure the creative economy. It has been a long and productive hour. Now we will take a 10 minute break to refresh before we coming back for the last portion of the day.

6. Group Activity #3: Gather participants' vision for this work moving forward (20 minutes)
Discussion Question: Based on the groundwork for framing Duluth's creative economy we have done thus far, how should we continue this work moving forward?
Activity: Large group discussion
Record participant comments or feedback so that everyone can see. Ask for clarity and discuss ideas and feasibility after everyone has shared their ideas. For participants who may be uncomfortable sharing out loud, provide paper at each table so that they can write their ideas to be collected after the conversation ends.
Transition: Thank you everyone for your ideas on how to move this work forward. As you can see, it is not easy work but we have already made tremendous progress.
7. Closing (10 minutes)
