Out of 19,429 local governments, our primary revenue sources lie in the 37 cities with populations exceeding 500k. Additionally, there are roughly 300 Tier 2 cities. By targeting a capture rate of 16% for Tier 1 and 5% for Tier 2 cities, we unlock substantial growth potential while maintaining a strong profit margin.
