We have paid special attention to including open access journals that do not require article processing fees.

Language Learning & Technology
Language Learning & Technology (LLT) is a free, fully-refereed, open journal which has been published exclusively online since July 1997. Originally published tri-annually, the journal is now published continuously throughout the year by the National Foreign Language Resource Center at the University of Hawai‘i at Mānoa. The journal seeks to disseminate research to foreign and second language educators on issues related to technology and language education. The focus of LLT is not technology per se, but rather issues related to language learning and language teaching, and how they are affected or enhanced by the use of digital technologies.
CALL Computer Assisted Language Learning
Computer Assisted Language Learning is dedicated to publishing articles that enhance our understanding of the technology-mediated language learning process. CALL publishes 8 issues per year and the articles published comply with a strict list of requirements that ensure the quality of the journal. Some examples are "showing a rigorous research method informed by a strong theoretical underpinning; explicitly building on previous research in the field, providing sufficient up-to-date references to relevant publications, especially those from CALL-related journals; featuring an experimental or observational method, and not be just surveys, pilot studies, or systematic reviews of literature".
CALICO Journal is the official publication of the Computer Assisted Language Instruction Consortium (CALICO) and is devoted to the dissemination of information concerning the application of technology to language teaching and language learning. The journal is published online-only, is fully refereed and publishes research articles and studies and software and book reviews. Three issues appear annually and normally one of them is a thematic issue on current discourses and developments in Computer-Assisted Language Learning. CALICO's international editorial board and large group of authors and reviewers reflect its global readership.
ReCALL is the journal of the European Association for Computer Assisted Language Learning (EUROCALL). It seeks to fulfill the stated aims of EUROCALL as a whole, i.e. to encourage the use of technology for the learning and teaching of languages and cultures, and especially the promotion and dissemination of innovative research and practice in areas relating to CALL including, but not limited to: Applied Linguistics, Corpus Linguistics, Digital Pedagogy, Digital Literacies, Computer-Mediated Communication, Learning Analytics, Second Language Acquisition, and Educational Science.
The EUROCALL Review is EUROCALL’s open access online scientific journal. It seeks to provide an international focus for the dissemination of high quality innovative research, development and practice in technology-enhanced language learning. It includes foreign or second language learning and development in technology-rich learning environments, theoretical debate and practical applications at developmental stage, evaluative studies of the potential of technological advances in the delivery of language learning materials and enactment of language learning activities, and discussions of policy and strategy at institutional and discipline levels.
Computer-Assisted Language Learning Electronic Journal (CALL-EJ)
With a major focus on computer-assisted language learning, CALL-EJ solicits and welcomes articles and reviews on research and practice in the fields of computer-assisted instruction / computer-managed instruction / computer-assisted learning / computer-enhanced language learning / computer-mediated communication in ESL, EFL or other languages. Contributions to second language acquisition and computers, language assessment and computers, applied linguistics and computers, and other related areas are also encouraged. CALL-EJ is an open access journal.
It is a double-blind, peer-reviewed journal that seeks to disseminate cutting-edge work focused mainly on the use of technology in TESOL (Teaching English To Speakers of Other Languages). The Journal is interested in theoretical and practical articles that resonate with an international audience. TEwT occasionally publishes special issues in more specialised areas of technology use in education. TEwT believes firmly that there should be no charges associated with the submission and publication of articles. Moreover, all TEwT-reviewed articles published are free to access.
The JALT CALL Journal is an international refereed journal published by the Japan Association for Language Teaching Computer Assisted Language Learning Special Interest Group (JALT CALL SIG) since April, 2005. The Journal is committed to excellence in research in all areas within the field of Computer Assisted Language Learning, while at the same time offering teaching ideas and suggestions from teachers’ personal experiences. The JALT CALL Journal is published three times a year: April, August and December. This journal provides immediate open access to its content. There are no article processing charges for the journal.
International Journal of Computer-Assisted Language Learning and Teaching (IJCALLT)
IJCALLT serves as a forum for researchers, teachers, practitioners, and education professionals to discuss and share their ideas, experience, and knowledge in combining computer technology with language teaching and learning. Due to the fast pace of technological change, innovative teaching approaches and strategies should be developed to successfully integrate new technologies into language teaching. This journal provides opportunities to evaluate, improve, and apply such strategies in the fields of CALL and foreign/second language learning.
Innovation in Language Teaching and Learning
It is an international refereed journal devoted to research into all aspects of innovation in language learning and teaching. It publishes research articles, innovative practice articles, review articles and book reviews. It draws on a range of disciplines that share a focus on exploring new approaches to language learning and teaching largely from a learner-centred perspective.
SYSTEM - An International Journal of Educational Technology and Applied Linguistics
This international journal is devoted to the applications of educational technology and applied linguistics to problems of foreign language teaching and learning. Attention is paid to the learning and teaching of all languages (e.g. English, Chinese, Arabic, etc.) as second or foreign languages in all countries. System requires articles to have a sound theoretical base and a visible practical application for a broad readership. Review articles are considered for publication if they deal with critical issues in language learning and teaching with significant implications for practice and research.
Technology in Language Teaching & Learning
Technology in Language Teaching and Learning is a peer-reviewed open access international journal, publishing original articles twice per year. The journal accepts manuscripts focusing on all areas of language teaching and/or learning through technology, and research reporting on computer- and mobile-assisted language learning and cultural or intercultural learning, as well as policies, theories and methods of technology integration into language education and other similar or relevant research is welcome.
Language Education and Technology Journal (LET Journal)
Language Education and Technology (LET Journal) is a peer-reviewed, open access journal. There is no submission and/or publication fee. Language Education and Technology publishes high quality research of the three main fields stated in the following: Language, Education, and Technology. LET Journal publishes research articles, review articles, book reviews as well as software, app, and website reviews.
The Journal of Language Teaching and Technology (LTT)
Sponsored by the Italian Department at Rutgers University, this peer-reviewed journal publishes articles on the use of technology in second language acquisition and computer-assisted language learning. The focus of the journal is on second language acquisition and teaching methodologies and on how the use of technology enhances the teaching and learning experience. It is an open-access journal, meaning that all content is freely available without charge to the user or their institution. Authors are not charged either for submitting articles or for publication of their accepted articles.
Journal of Language Education and Educational Technology (JLEET) is a peer-reviewed academic journal devoted to issues related to foreign and second language teaching/learning and how educational technology can be used to enhance language teaching and learning. Its primary goal is to disseminate scholarly information on issues related to language teaching research. Particular attention is paid to problems associated with foreign and second language instruction. JLEET publishes articles and book reviews in English. Articles which have a sound theoretical base with a visible practical application which can be generalized will be prioritized. There are two issues of JLEET a year, appearing in the months of April and October. JLEET utilizes Open Journal System (OJS) to allow it to reach a wider audience from different parts of the globe. JLEET focuses primarily on, but is not limited to, the following areas of inquiry: Teaching Methodologies, Instructional Design, Curriculum Development, Syllabus Design, Language Testing, Materials Development, Teaching Innovations, and Computer-Assisted Language Learning/Online Learning/Web-Based Learning.
Electronic journal of elearning
The Electronic Journal of e-Learning (EJEL) provides pedagogical, learning and educational perspectives on topics relevant to the study, implementation and management of e-learning initiatives. EJEL has published regular issues since 2003 and averages between 5 and 6 issues a year. The journal contributes to the development of both theory and practice in the field of e-learning. The Editorial team consider academically robust papers and welcome empirical research, case studies, action research, theoretical discussions, literature reviews and other work which advances learning in this field. All papers are double-blind peer reviewed.
Journal of Teaching and Learning with Technology
The Journal of Teaching and Learning with Technology (JoTLT) is an international journal dedicated to exploring efforts to enhance student learning in higher education through the use of technology. ISSN 2165-2554. As of 2019, the journal will publish one special issue per year. The call for proposals will be released through various routes, including as an announcement to our reviewers and authors.
The Australasian Journal of Educational Technology
The Australasian Journal of Educational Technology (AJET) aims to promote research and scholarship on the integration of technology in tertiary education, promote effective practice, and inform policy. The journal is published by ASCILITE, the Australasian Society for Computers in Learning in Tertiary Education. AJET is open access, double blind peer reviewed, and has no publication charges.
Studies in Technology Enhanced Learning
Studies in Technology Enhanced Learning is a peer-reviewed, open-access journal intended as a vehicle for publishing works of empirical investigation, critical commentary, and scholarly review in technology enhanced learning research. The journal aims to provide a lively forum for debate and reflection on a wide range of issues connected with technology enhanced learning in disparate settings. We aim to allow for a range of conversations that often occur “under the radar” in the field (including in conference discussions and seminars) to be made explicit and therefore opened up to reflection and contribution by a wider range of people. STEL is a gold standard open-access journal; there are no Author Publishing Charges or any similar fees.
British Journal of Educational Technology
The Journal is published by Wiley on behalf of The British Educational Research Association (BERA). It publishes theoretical perspectives, methodological developments and high quality empirical research that demonstrate whether and how applications of instructional/educational technology systems, networks, tools and resources lead to improvements in formal and non-formal education at all levels, from early years through to higher, technical and vocational education, professional development and corporate training.
Computers & Education aims to increase knowledge and understanding of ways in which digital technology can enhance education, through the publication of high-quality research, which extends theory and practice. The Editors welcome research papers on the pedagogical uses of digital technology, where the focus is broad enough to be of interest to a wider education community.
International Journal of Educational Technology in Higher Education
This open-access journal welcomes research on innovative approaches in applying technology to enhance learning, design and educational outcomes, including quantitative, qualitative and hybrid approaches. Articles on applied theory in educational practice are also welcomed, as well as articles on the practical applications of research, on current policy initiatives and evaluations of research, theoretical, pedagogical and methodological issues related to educational technology. In addition, the journal accepts critical reviews on theoretical or pedagogical perspectives, new technologies and the use of IT in higher education.
