The library is open to all bonafide students, faculty members, employees, administrators, alumni and visiting researchers from other educational institutions
Students are required to log-in upon entering the library.
Student's identification card must be presented when borrowing library materials
General reference materials, theses, and dissertations, periodicals and special collections are of library use only.
Photocopying of articles and excerpts from books and other library materials may be allowed for personal use only.
Abstract of theses/dissertations is the only part allowed for photocopying.
Patrons leaving the library should present their things to the guard at the exit for inspection
Anybody caught bringing out library materials taken without permission shall be dealt with disciplinary action.
Library customers are reminded that the library is primarily for study and research. EATING, DRINKING, SMOKING, LITTERING AND LOITERING and the like are not allowed. LOUD CONVERSATIONS are discouraged.
Two books may be borrowed at a time for overnight use. Borrowing books for overnight use is deferred two (2) weeks before the end of the current semester.
Books may be borrowed for Monday to Friday, starting 4:00pm, while on Saturday - 11:00 am and must be returned the following school day not later than 9:00 am.
Library materials not returned on time subject to overdue fines.

Borrowers with overdue books or with outstanding obligation/s from the library will not be allowed to borrow unless all liabilities are settled.
Lost book/s must be reported immediately to the librarian. A lost book must be replaced by the same title/latest edition/related subject or paid based on the current market price plus processing fee.
Missing/torn pages in any borrowed library materials must be reported immediately to the librarian. Damaged materials beyond normal usage must be replaced by the same title plus processing fee.
Alumni shall present their Alumni Privileged Card to avail the library services for free.
Researcher from other libraries shall bear with him/her referral letter signed by the Chief Librarian/Head Librarian and validated school ID to be presented at the Information Personnel and at the Library.
Undergraduate students may be accommodated every Friday 8:00 AM to 12:00 noon while Graduate students may be accommodated every Friday 1:00 PM - 5:00 PM. A maximum of five (5) researchers per school at a time shall be accepted on a first come, first served basis.
No fees shall be collected from researchers of NOCEI member institutions while those from non-NOCEI member institutions will be charged Php 50.00 (graduate) and Php 15.00 (undergraduate) respectively.
They are expected to abide by the library’s rules and regulations.
