While some students may have lower English proficiency levels, this does not mean they cannot demonstrate understanding of academic concepts. Students from this chart should be studied to understand the root cause of the D or F grade and what can be done to support them.

Grading and Retention Guidelines and Considerations for Multilingual Learners

Federal law is very clear that no multilingual learner should fail a course or be retained where language proficiency, or lack thereof, is the reason for the failure or retention. Failure or retention of a multilingual learner shall not be based solely upon the level of English Language Proficiency. This also applies to third-grade multilingual learners scoring at an unsatisfactory level on the Oklahoma School Testing Program of reading.


Retention is rarely appropriate for multilingual learners. Research indicates that retention has a negative impact on students' long-term schooling. The gains that may be found in elementary school are often gone by the time the student is in middle school, with retained students being more than two times more likely to drop out of high school. 


If a multilingual learner is being considered for a failing grade or retention by the classroom or content area teacher, an English Language Development staff member must be consulted, and the following points must be considered prior to assigning a failing grade for or retaining a multilingual learner:
