The Region 2 Hurricane Program is administered in close coordination with the National Hurricane Program, located at FEMA Headquarters, regional hurricane programs in other FEMA regions and interagency partners from the US Army Corps of Engineers (USACE) and the National Weather Service (NWS).
Under the National Hurricane Program, the U.S Army Corps of Engineers (USACE) conducts Hurricane Evacuation Studies (HES) in partnership with FEMA and the National Oceanic and Atmospheric Administration (NOAA), specifically the National Hurricane Center (NHC), which is part of the National Weather Service (NWS). These studies included different analyses: Hazard, Vulnerability, Behavioral, Shelter, and Transportation. The ultimate output of the studies was to determine evacuation clearance times, which represented the total time needed to fully evacuate a defined population to designated points of safety.
