Caribbean All-Hazards Plan

Overview

The FEMA Region 2 Caribbean All-Hazards Plan describes the response, recovery and mitigation operations that are applicable across a broad spectrum of potential threats and hazards to support the Commonwealth of Puerto Rico and the Territories of the US Virgin Islands, and their survivors. This plan provides general guidance and options for the delivery of Federal support and describes how FEMA implements lifelines and guides how FEMA applies these concepts to disaster operations.

Base Plan

The purpose of this section is to familiarize stakeholders with the Caribbean All-Hazards Plan.

Annex A: Task Organization

The purpose of this Annex is to define how relationships are structured during Pre-Incident Operations, Post-Incident Operations, Recovery and Restoration Operational phases.

The purpose of this Annex is to provide incident-specific coordination considerations before a hurricane or tropical weather incident in the Caribbean, including secondary and tertiary impacts from other cyclones.

The purpose of Annex K is to outline the framework for coordinating federal communication systems in support of preparation, protection, response, recovery and mitigation activities.

Annex L: Biological Incident

The purpose of this Annex is to provide detailed information for the support of response activities about any type of biological incident with human transmission.

Annex Q: Earthquake & Tsunami Incident

The purpose of this Annex is to establish operational functions that provide strategic guidance for the proper management of the response and recovery after a major earthquake with catastrophic consequences in the Caribbean.

Annex R: Recovery

Annex R describes the actions and the structures that support an Outcome Driven Recovery (ODR) for all- hazard incidents and events across the Caribbean.

The purpose of this Appendix is to provide checklist to assist in decision making during high-level operational activities for a notice and no notice incident.
