The primary assignments of the committee will be to:
Review and recommend action on policies developed by the Executive Council from the old Constitution and Bylaws.
Consider requests for review arising from other committees during the Convention.

This committee will hold its first meeting at 11:00 a.m. on Thursday, October 12, in the Athens room on the 2nd floor. Some District Directors will serve as advisors to this group. One will preside over the opening meeting and will ask the group to select the chair, who must be an appointed member of your committee and an official Convention voting delegate.
Your chair will present the committee's first report to the Convention in the Second Business Meeting on Friday afternoon. Additional time has been set aside in the Fourth Business Meeting on Saturday afternoon for final action on the report and recommendations. This committee is responsible for informing the Convention of all background information it needs to act upon your report and recommendations.
Other Convention committees have been assigned topics in its area of responsibility that may involve recommendations for Constitution and Bylaws amendments. However, if any recommendation is made, that committee will deal with the substance of the proposed changes, but will be instructed to give your committee its proposals for amendments so you may check them for consistency with the rest of the Constitution and Bylaws and for their technical language and appropriate cross references. Additional problems and proposals concerning the Constitution and Bylaws may arise from chapters or the Executive Council between now and the Convention to be assigned to your committee. Proposals for amendments may also arise in the Convention itself and be referred to your committee.
The committee’s job will be to present to the Convention - with or without its recommendation for passage - those amendments which have been proposed in advance and on which you will have been given information or those which may arise in the Convention. It is the function of this committee to “screen” all matters referred to it, to hold “hearings” if necessary, to prepare precise wordings appropriate to the consensus of the Convention, and to give the Convention what it may need or want without its having to resolve all the details. The committee may decide to present additional items on its initiative. If the group should decide to shelve (that is, take no action on) an item referred to it, the matter may still be brought before the Convention on the motion of any delegate, duly seconded.
