Prop 308


Prop. 308 made two significant changes to Arizona law:


First, a qualifying non-citizen student is eligible for in-state resident tuition at state universities and community colleges if the student both:


Second, non-citizen students are eligible to receive financial aid funded in whole, or in part, with state monies, regardless of immigration status (ABOR, Prop. 308 FAQ, 2023). *Students who hold a F1, F2, J1, H4 or H1 visas are not eligible

Federal Aid Eligibility 


Students with DACA and undocumented status are not eligible for federal student aid. DACA students can only complete the FAFSA if they have a social security number (SSN), but undocumented students cannot since they do not have a SSN. 


Very few scholarships require a FAFSA to determine financial need and most scholarships for DACA and undocumented students do not require the completion of FAFSA to apply to the scholarships.
