What made Ho Chi Minh City successful in preventing floods?
The city is located on the delta areas of Sai Gon River and Dong Nai River systems, which made the City prone to urban flooding caused by high tides or heavy rainfalls. The effect of climate change such as heavy rains and sea level rise causes negative impacts on the city's socio-economic development. In order to mitigate the urban flooding in the city, the so-called " Master plan" was approved by the Prime Minister.

The project consisted of dividing the city into 3 water control areas while implementing flood prevention plans for each of these areas. Phase 1 of this project entailed covering an area with the new flood control system. By covering the area with the new systems it meant;
the construction of a 60km ring dike
the construction of 6 sluice gates of 40 to 160m wide.
the construction of a pumping station
the construction of the project's central management building and the Supervisory Control and Data Acquisition system.
Phase 1 of the "Master Plan" consists of constructing infrastructures within AREA IA1. When phase 1 is finished the project will move onto the next area(IA2).
