Payroll Data as a Product is foundational to payroll modernization.
Product Vision Payroll Data as a Product is the minimum data necessary to run payroll that is trusted, accessible, and reusable.
By creating standard definitions for field use, determining our data clean up needs, and prioritizing our future integration needs, we will be better prepared to migrate to a new payroll system. This "data pre-work" is happening in parallel with selecting the new payroll system. It expands on our previous workshops to delve deeper into the people, processes and systems related to payroll. Your feedback is helping shape this valuable work.

Working with stakeholders we are defining the different roles of people who interact with payroll data. We are focused on key players including:
Based on interviews, demos, and research with each user group (Central Payroll, Agency Payroll and Timekeepers, HR, Payroll Accountants, Budget Analysts, Employees) we are mapping the scenarios and tasks including data use, data sources, and pain points.
We are seeking agency feedback to confirm these scenarios.
We will continue to enhance our understanding and use these scenarios to test possible new payroll systems.
As we define personnas, scenarios, and data journey flow, we have started compiling a Data Catalog with the essential fields necessary to run payroll. We are focused on documenting the data definition, the type and size of data, and its business purpose. We will be able to record rules about the data, for example whether its definition is in Statute or Personnel Rule. We are also starting to measure data quality.
