New relationships that may or may not be a good fit need a clearly defined "gut check." Is the Designers interpretation of all the input a fit for the Client or their customers? Is the Client going to be a good partner throughout the project?
If everyone would like to keep going, then pick one of the options. If none of the creative directions work but the Client wants to see more options, that comes at a cost. And if it's time to stop and part ways, then the Designer should be compensated for their time and effort.
It's pretty much pointless to start designing something in full without all of the content in hand. Of course things like copy and imagery can change, but you need to agree at least on exactly what needs to go where.
The Designers role here is to create a sensible structure to organize all of the content, and the Client should be creating it or at least dummy content. Once the structure is defined, put a 1-2 week deadline on finishing or it will drag out forever.
