I worked with West on a Regulatory Flexibility Act analysis concerning appraisal management companies (AMCs). I was highly impressed with West’s ability to work independently. After some minor initial guidance, West launched into a complicated analysis of the impact on small businesses of a rule governing the supervision and registration of AMCs. The work that West did is typically something a Ph.D. researcher would do. West writes very well, his analysis is sharp and his exposition is very clear. West is very knowledgeable about consumer finance and has a keen sense of the data he works with.
