Dear EMS members,
The last months have been full of activities. Here I would like to mention a few.
A highlight was the award of the Abel Prize to Karen Uhlenbeck, the first female recipient, on May 21. This was followed by a day of talks related to her work. These can be viewed here: https://www.abelprize.no/artikkel/vis.html?tid=74303
The restructuring of the EMS publishing house is underway. The new organization, in the form of a limited company owned by the EMS, was established at the end of March. The hiring process for the new management is in progress. The new publishing house will immediately face a major challenge, with the increasing importance of open access publishing, in particular Plan S of the European Commission. The EMS has reacted to this plan, pointing the possible consequences for small publishers and the mathematics community. See

Another major concern is research funding for mathematics in Europe, which is constantly decreasing even within the ERC. See item “FUNDING FOR MATHEMATICAL RESEARCH” below, appealing to EMS members to become more active on all levels.

8th European Congress of Mathematics (8ECM) – List of Plenary and Invited Speakers Published
The preparations for 8ECM in Portoroz July 5-11, 2020 are proceeding energetically. A Scientific Committee meeting for the upcoming ECM8 was held 6–7 February in Portorož (Slovenia), chaired by Maria Esteban (CNRS and Université Paris-Dauphine). This committee was appointed by the EMS to select the congress’ plenary and invited speakers. A full list of plenary and invited speakers is now available at https://www.8ecm.si/programme.
ICIAM 2019

Czech Mathematical Society
- The Czech Mathematical Society has awarded the Honorary Medal for Mathematics to Jiří Neustupa (Institute of Mathematics of the Czech Academy of Sciences, Prague) in recognition of his lifelong contribution to the development of the Czech mathematics, international collaboration in research, and education of the new generation of mathematicians.
- The Czech Academy of Sciences has awarded the Honorary Bernard Bolzano Medal for Merits in Mathematical Sciences to Miloslav Feistauer (Charles University, Prague) and Antonín Novotný (Université de Toulon).

Israel Mathematical Union

London Mathematical Society (LMS)
- LMS President, Professor Caroline Series FRS, received an Honorary Degree from Duke University. She is one of four recipients honoured on 12 May.

- Bakh Khoussainov (University of Auckland) will give the Aitken Lecture on Semigroups, Groups, Algebras, and their Finitely Presented Expansions at the General Meeting of the Society in London on 28 June.
- The 2019 LMS Popular Lectures by Peter Higgins (University of Essex) on “My Life in Maths” and Alain Goriely (University of Oxford) on “Shaping the Brain: The Mathematics of Folding and Connecting”, will take place at the Institute of Education (London) on 26 June and the University of Birmingham on 19 September.

- The Marc Yor 2019 Prize was jointly awarded to Rémi RHODES (Université Aix-Marseille) and Vincent VARGAS (CNRS, ENS Paris) for their works on multiplicative chaos and Liouville quantum gravity fields.
- The 2019 PhD-Thesis SMAI-GAMNI award went to Camilla FIORINI, who did her PhD between LMV, UVSQ (Versailles, France) and ACUMES (Sophia Antipolis, France), for her thesis on Sensitivity analysis for nonlinear hyperbolic systems of conservation laws.

- The 2018 PhD-Thesis Jacques Neveu award went to Elsa Cazelles, for her PhD about statistical properties of barycenter in the Wasserstein space and algorithms for measure transport.

- The 2018 State Prize of Ukraine in Science and Technology was awarded to Hennadii Feldmann and Marina Shcherbina (B.Verkin Institute for Low Temperature Physics and Engeneering of NASU), Anatoliy Kochubei and Alexei Rebenko (Institute of Mathematics of NASU) and Ihor Mykytyuk (Ya.Pidstryhach Institute for Applied Problems of Mechanics and Mathematics of NASU) for a cycle of works “Qualitative Methods of Investigation of Models of Mathematical Physics”.

Applied Maths Committee
We highlight two recent reports highlighting the importance of mathematics
- A socio-economical impact study in Spain (April 2019)
- the minutes of an academia-industry roundtable organized by the ministry of economy in Japan (March 2019) which claims "we have identified the top three science priorities in order for Japan to lead the fourth industrial revolution and to even go beyond its limits: mathematics, mathematics, and mathematics!"

Ethics Committee
The Ethics Committee held a meeting on 11th June in Prague. The agenda included two submissions of alleged violation of the Code of Practice, a discussion about possible updates to the Code of Practice, and a skype exchange with Maurice Chiodo, Cambridge, concerning his project on teaching ethics as part of the education of mathematicians, in particular in the early years of their university training, and on opportunities to support these efforts in the EMS community.
FUNDING FOR MATHEMATICAL RESEARCH
Dear colleagues,
As President of the European Mathematical Society (EMS) I would like point out a very urgent and unfavourable situation for the funding of mathematics in Europe. The European Research Council (ERC) budget for each discipline is allocated each year in proportion to the number of proposals and the requested budget received. It has been observed that, since the founding of the ERC, the budget for mathematics in the three funding streams (advanced, consolidator, and starting grants) has dropped to almost half, because there are not enough applications.
There may be several reasons for this decline in applications, e.g. low acceptance rate, the feeling that certain subfields of mathematics have small chances, or the fact that for interdisciplinary research of mathematics with other sciences it is difficult to get funding. Also in mathematics there are often complaints that the maximal possible budgets are too large.
All this is partially right, but not submitting applications leads to a vicious cycle, and further decline of mathematics funding. How can we counteract this unfortunate development? First of all, there is no reason to apply for the full possible budget if this is not appropriate for a research project, smaller proposals are very welcome, and second we mathematicians should be more self-confident in writing proposals. It is not a wasted time, even one is not funded. In several European countries there is even financial support for proposals that make it to the second round but do not get funded due to budget restrictions.
It is very important that applications are encouraged throughout the mathematical community and the EMS is planning to create an initiative to support applicants.
So please distribute this information within your community.

DIDEROT MATHEMATICAL FORUM
The 8th Diderot Mathematical Forum "Mathematics and Architecture" was held on 8th June 2019 in Helsinki (Finland), Porto (Portugal), and Prague (Czech Republic). The cycle of conferences "Diderot Mathematical Forum" was introduced by the EMS in 1996. Each conference takes place simultaneously in three European cities, exchanging information by videoconference. It addresses a specific topic, and has both a research and a public component.

International Day of Mathematics (IDM)
1. Theme of IDM 2020. Following a consultation with the IMU members the IDM Governing Board has decided the theme of the 2020 IDM, which will be "Mathematics is everywhere".
The theme was proposed by Jaime Carvahlo e Silva from Portugal and former Secretary General of ICMI. Topics related to the following sub-themes can be found in several languages on the IDM website:
- Mathematics is everywhere in science and technology.
- Mathematics is everywhere in the organization of the civilization.
- Mathematics is essential to meet the UN Sustainable Development Goals.
- Mathematics is everywhere in whatever you do.
- Tell me about some activity or area and I will tell you where mathematics is.
2. Logo of the IDM: the official IDM logo can now be found on the IDM website. Versions in several languages will be available soon on the website.
3. The website will post material related to the theme "Mathematics is everywhere" in September or October 2019.
4. If the UNESCO 40th General Conference adopts the proclamation of March 14 as the International Day of Mathematics, then the official launch at UNESCO Headquarters in Paris will take place in March 2020. Considering that March 14 2020 is a Saturday, the celebration will take place on Friday March 13 2010.
Call for nomination of the Popov Prize 2020 and request for donations
The Vasil A. Popov Prize honours the memory of the Bulgarian analyst Vasil A. Popov (1942-1990), best known for his contributions to Approximation Theory. The Ninth Vasil A. Popov Prize will be awarded at the Foundation of Computational Mathematics international conference, 15-24 June 2020 in Vancouver, Canada. The Prize is awarded every third year for outstanding research contributions in Approximation Theory and related areas. Eligibility for this Prize is restricted to those who had not received their PhD on 31 January 2014.
Letters of nomination should include a brief description of the research, and a CV of the nominee. Other supporting material may also be submitted. Heidelberg Laureate Forum Foundation
"La La Lab – the Mathematics of Music" is a new exhibition about the fascinating relationship between mathematics and music. It combines a laboratory format with interactive stations and features 20 exhibits with newly developed software, images, 3d prints, hands-on installations, projections and a special reading and listening area. "La La Lab" was created by IMAGINARY in collaboration with world-renowned experts and will be presented by the Heidelberg Laureate Forum Foundation, 17 May – 15 December 2019.
