As of November 13, 2013, the City of Portland began Stage 1 of the Drought Management Plan. The restrictions include:
Watering with irrigation systems or hose-end sprinklers is not allowed between 10am - 6pm.
Using water to wash a car, boat, etc. is allowed any day observing the 10am - 6pm no watering time.
Foundation watering can be done any day, observing the 10am - 6pm no watering time.
Water should not run constantly through a tap, hydrant or valve.
Defective plumbing which results in water loss should be repaired.
Watering down a building, driveway, sidewalk or street is discouraged.

Watering with irrigation systems or hose-end sprinklers is only allowed on the residential trash day before 10 AM or after 6 PM. (For our neighborhood this is Wednesdays).
Watering is permitted on any day, at any time, if it is done with a bucket, watering can or hand-held hose with a positive shutoff nozzle.
Using water to wash a car, boat, etc. is only allowed on the watering day. Watering can only be done with a bucket, watering can or hand-held hose with a positive shutoff nozzle.
Using water to fill a pool is only allowed on the watering day.
Foundation watering can only occur on the watering day using a hand-held nose or drip irrigation.
Commercial car washes can continue to operate at any time.

The city encourages all water customers to test their irrigation and other plumbing systems for any problems so they may be corrected.
