A good way to start out with PIC Microcontrollers is with the Curiosity Development Board range by Microchip using their MPLAB X IDE free software.

If you are a student you may be able to get a free sample.

Another way is using the Pickit 4 programmer (but it costs more, cheaper clones are available)
