March 11, 2025
Meeting Minutes
In Attendance: President; Judy Stegner Secretary; Brandon Nguyen; Treasurer; Shelly
Leritz; Tracy Stirrat and Justin Roth for board members
Homeowners in attendance: Mike Stegner
1. Call to Order 7 pm
2. Consideration of December 10, 2024 Board Meeting Minutes - Judy motions to approve,
Shelly 2nds and all in favor.
3. Financial
a) Monthly Report - Refer to financial report from Superior. No one late on HOA dues.
4. Committee Reports
a) ARC - no applicants
b) Maintenance - All HOA sidewalk lifts/12 got completed. - Stair chips put on hold.
- New plants @ entrance and @ bridge area did well over the winter.
5. Unfinished Business
a) Entrance “No Solicitation” Sign - no one in agreement, home owners to post signs on their
property as Walnut is not a private street.
b) #7 Homeowner Sidewalk Lifts are Done - Judy to check in with Kathy to validate who’s
liable and if HOA can pay for the work and bill the homeowner.

c) Kathy will start sending violations for yard compliance in March from now on.
6. New Business
a) Waive Fence Stain Request - tabled for now as the fence doesn’t seem to be in dire straits.
b) Patio Stones - Homeowner has patio stones on his grass to provide a way to park cars in
their driveway. This isn’t a permanent option for the homeowner. Needs an ARC app to put
the pavers stones on their lawn, don’t know if this is temporary or permanent. Kathy to
write up the letter to inquire.
c) Trees Concern - pine trees planted in homeowners backyard, no ARC approval as they will
grow over 5 ft. Judy to ask Kathy about recommendations for the homeowner who’s
planted juniper tree and pine trees in his backyard along neighboring fence.
d) Spring Newsletter – Any Additions? - recommend fence staining if homeowners haven’t
done it in the last 5 yrs. Refer to CC&Rs. Roof and yard maintenance to be included.
e) Sealcoat on Partridge Place – Recommended to Wait 1 Year
f) Damage to Grass @ Entrance by Cable Truck – reseeded
g) Park Bench Missing Board - Wait until closer to summer to replace, all in favor to replace
and stain.
h) For ARC approvals, have Kathy wait for Shelly’s decision.
7. Open Session Homeowners wishing to speak are limited to three minutes and an
additional two minutes after all speakers have had a chance to speak.
8. Determine Date and Location of Next Meeting - May 6, 2025 (budget approval)

2. Consideration of October 15, 2024 Board Meeting Minutes - Judy motions to approve, Brandon 2nds. All in favor.
3. Financial
a) Monthly Report – Shelly reviewed most recent financial statement.
4. Committee Reports
a) ARC - Nothing for ARC apps.
b) Maintenance -
i) Pillar pieces repair is completed.
ii) Chip repair on stairs will be late spring/early summer – still awaiting more bids.
iii) HOA sidewalk lifts grinding awaiting more bids.
iv) Cotoneaster plants done above and below the bridge.
v) #6 dead plants removed and replaced in entrance.
vi) Later addition dead plants removal done (on other side) but not replaced.
5. New Business
a) Board approved spraying for Crane Flys by email vote 12/8/24
6. Unfinished Business
a) Need to complete signatures on tax resolution document and send to Kathy. – Brandon needs to sign tax doc & get ODL to Judy.
b) Need 2 more Driver’s Licenses to complete Corporate Transparency Act submission.
c) Report from Justin on Happy Valley Police patrolling our neighborhood and Brandon on what setting up Neighborhood Watch will require - engage with neighboring HOA
to partner in being participants of neighborhood watch. Revisit this in 2025 2nd quarter and follow up with City of Happy Valley.
