Meeting Minutes
In Attendance:
Board Members – President Judy Stegner; Secretary Brandon Nguyen; Tracy Stirrat; Justin Roths; Treasurer Shelly Leritz (not in attendance)
Homeowners – Mike Stegner
1. Call to Order: 7:05 pm
2. Consideration of 10/14/2023, 2023 Board Meeting Minutes – motion to approve by Judy,
2nd by Justin Approved
3. Financial
a) Monthly Report –Treasurer – not available for meeting. Sent email re 20.21 balance over
90 days. Shelly asked Judy to follow up with Superior.
b) 60 day late assessments – Judy – Resolution #3 – 30 days, superior starts the process.
Move to 60 days to have superior send the letter vs. 30 to save costs on charges.
4. Committee Reports
a) ARC – no report
b) Maintenance – no report.
5. New Business
a) None to report
6. Unfinished Business
a) Homeowner survey poll – make decision on length of rental contract – 3 or 6 months –
Justin motions 6 months, Judy 2nds. Judy to follow up on polling.
b) Board meeting frequency – consider meeting monthly during summer when necessary –
Hold onto every other month for meetings.
7. Open Session Homeowners wishing to speak are limited to three minutes and an
additional two minutes after all speakers have had a chance to speak.
No home owners had anything to bring up.
Mike – will send board the resolution link for fines re: Financials b (above).
Brandon – noticing random cars parking in our neighborhood and littering
8. Director Only Closed Session (2 Items)
- Give Homeowner until end of May to reseed front lawn, dead patches
- Extension to correct the sidewalk pooling of water on Turnberry, between Henry and Cole’s
house to Feb 13, 2023.

November 14, 2023
Meeting Minutes
1. Call to Order: 7:00 pm
Board Members – Judy Stegner, President; Brandon Nguyen, Secretary; Shelly Leritz,
Treasurer; and Tracy Stirrat
Homeowners – Mike Stegner
2. Consideration of October 10, 2023 Board Meeting Minutes – motion to approve, Judy motions, Shelly 2nds. All in favor and approved.
3. Financial
a) Monthly Report – Shelly/Treasurer – 11215.00 = checking, MM = 54100.00, retained earnings @ 30541.00. 2 homes in 90+ days past due on dues, 1 over
60 days.
4. Committee Reports
a) ARC - Tracy reports no new requests
b) Maintenance – Judy reports split rail fence still outstanding. Erosion remediation for cotoneaster along the walkway by bridge, revisit in fall of 2024. Justin
reported via email that water pooling on corner of Turnberry loop between homes 10766 and 10746. Shelly inquired about pressure washing sidewalk on
Idleman, still not completed. Will look next spring’ish to clean so it’s not so slippery.
5. New Business
a) Determine Board Officers for the coming year. Positions to stay as current
b) Vote on Bid to Plant Cotoneaster below Bridge along east side of Sidewalk. Tabled for 2024
c) Consideration of the purchase of Dog Waste Bags – Tracy to upkeep and order more as we’re out.
d) Discussion of drainage problem on the corner between 10746 & 10766 Turnberry
Loop. This was determined to be on homeowners to address, not on common grounds.
6. Unfinished Business
a) Homeowner survey vote on proposed rental of homes changes to the CC&Rs – Judy to send out a survey as survey monkey wasn’t free.
7. Open Session Homeowners wishing to speak are limited to three minutes and an additional two minutes after all speakers have had a chance to speak.
- Shelly brought up several homes that have Christmas lights on, supposed to be after Thanksgiving.
- Tracy to follow up with CHV (city of happy valley) on parking during Halloween, lots of cars in the neighborhood.
- Brandon brought up amount of cars in neighborhood, parking on both sides of the street will cause safety concerns for cars coming in/out, emergency vehicle access and pedestrian safety (from Halloween night as we had the annual influx of outliers visiting the neighborhood).
8. Determine Date and Location of Next Meeting - January 9th, 2024 via zoom.

2. Consideration of 8/29/2023, 2023 Board Meeting Minutes – motion to approve by Judy, 2nd by Brandon Approved
3. Financial
a) Monthly Report –Treasurer – Read by Tracy
4. Committee Reports
a) ARC – 1 application for new roof.
b) Maintenance – Judy reports still waiting for materials for split rail fence. Gerardo met with
Judy to plant plants along the stairs by Turnberry side. Judy asked to spray the blackberry
bushes, was mentioned that it’d be ok to spray in the fall. No word from Gerardo if it was
completed.
5. New Business
a) Determine board offices for the coming year. President and Treasurer Position will be open.
b) Motion to meet monthly for HOA meetings vs. every other. Table for next meeting - Brandon
