The official terms of Google Help forum membership can be found at Getting Started with Google Help Forums. Each Google forum can customize posting privileges to forum members based on their posting level.

Level 1 can have a custom avatar. Edit your Google account profile to add an image and other public content.
Level 2 and higher can post rich text and active URLs with the paragraph field and use the Add references tool (located below the paragraph field.)
