Qualifiers for Serial Uniform Titles


Serial titles must be unique. When a serial shares a title with another serial or a monograph, a uniform title must be created to distinguish the titles from each other. This chapter discusses the creation of uniform titles for serials.

When a serial does not have a unique title, construct an authorized access point for the serial with a parenthetical qualifier that is the most appropriate for the serial being cataloged, per RDA rule and LC-PCC-PS 6.27.1.9. The qualifying term for generic titles such as “bi͡ulleten′” or “doklad” will be the authorized form of the issuing body (1st choice) or publisher (2nd choice).

If the name of the body changes (necessitating the creation of a new Name Authority Record (NAR)), or if the body is no longer involved with the serial, create a new bibliographic record for the serial. If the name of the body is simply revised within its existing NAR (most commonly because of a change in form for a geographic qualifier), do not create a new bibliographic record for the serial but update the form of name. In this latter case, a variant access point for the old form of name of the serial may optionally be added.

Other titles may be distinguished by corporate body (as per instructions for generic titles, above), place of publication, date of publication, or other descriptive data elements.

When choosing place of publication as the qualifier, use the authorized access point of the place. Note that the authorized form must be differently punctuated, to avoid parentheses within parentheses. For example, “Novgorod (Russia)” becomes the qualifier “(Novgorod, Russia).”

Like any serial, those with uniform titles may have the place of publication change to another city. In such a case, the serial keeps the original uniform title, and a variant title is added to reflect the new information.

Another case is when the actual access point of a city used as a qualifier changes. Either the name of the city itself changes (for example, Sverdlovsk to Ekaterinburg) or perhaps the larger jurisdiction changes (R.S.F.S.R. to Russia (Federation)). Determine if the uniform title qualifier will change based on the Name Authority Record for the city. If the city gets a new NAR, then keep the original uniform title and add the new city name as a variant. (first example below). If the NAR is only revised, then revise the qualifier to match the new form (second example).

In this case, the jurisdiction changed when, with the breakup of the Soviet Union, the Russian S.F.S.R. become the Russian Federation. The jurisdiction’s NAR was revised to reflect this change. The qualifier in the uniform title should therefore be changed so as to reflect the jurisdiction’s new authorized form. A variant title with the old qualifier could be added but probably would be unnecessary.
