History of the SDBOR Online QA rubric

    • In 2004, the SDBOR wanted to establish guidelines to review online courses, so the EUC evaluated processes at each institution

    • In 2005, the EUC established the "Distance Education Course Readiness Review Instrument" to assure common review process

    • This process had limitations, did not address certain areas of online pedagogy, and overall was not a thorough evaluation tool

    • In 2006, the EUC reviewed the Quality Matters Inter-institutional Quality Assurance in Online Learning (QM) process

    • In March, 2006, instructional designers, eLearning coordinators and distance education deans participated in QM-led training

    • EUC recommended adoption of the QM Rubric, outlined a QA process and sent proposal to BOR

    • In mid-2006 the SDBOR approved QA process with QM Rubric developed through the FIPSE Grant

    • In 2010, the EUC revised the QA process/rubric, but it was still largely based on the QM process/rubric

    • In 2015, AAC approved the formation of a subcommittee to review and revise the QA rubric. That subcommittee reviewed a number of other online QA rubrics (see References), as well as student, instructor, and instructional designer feedback from SDBOR institutions, and updated the rubric to reflect the needs of the system (see Changelog). This yielded the rev. 2015 QA rubric.

    • In 2017, the QA Subcommittee was reassembled to further revise the rubric, which yielded rev. 2017 (see Changelog for a complete list of revisions).

    • The QA rubric and process are now outlined in AAC Guidelines 5.8 and 5.9, respectively.
