Garden Club By-Laws
Residents of Sun City Center who are members in good standing of the Community Association are eligible to participate in the Tillers and Toilers Club ("Club"), subject to garden lot availability.
Lot Assignee Member (Voting): A member assigned a garden lot. Membership is per household. Votes can be made in a designated location or by email.
Helper Member (Non-voting): A member who assists a Lot Assignee Member. Depending on plot availability, after one year, a helper may get preferential treatment on garden assignments
Friend of the Garden: Not a member, but may attend social functions.
All applicants must complete an application on the Club website.
Members are expected to:
Support Club activities
Maintain assigned garden lots
Pay all dues, deposits, and assessments on time
To remain in good standing:
Dues and fees must be paid on time
Garden lots must be actively maintained and cultivated
Concerns about a member’s conduct or compliance with Club rules should be brought to any member of the Executive Committee.
Review Process
Initial Review
An Executive Committee member receives the concern and documents relevant details
The Executive Committee may assign one or more members to review the matter
Investigation
The assigned reviewer(s) will gather information as appropriate
The member involved will be given an opportunity to respond
Executive Committee Action Based on the findings, the Executive Committee may take one or more of the following actions:
Take no action
Provide guidance or a verbal warning
Issue a written warning
Impose reasonable conditions for continued membership
Suspend privileges
Remove the member from the Club
Decision
Removal of a member requires a majority vote of the Executive Committee
The decision will be communicated to the member in writing
Reinstatement
A removed member may request reinstatement after one (1) year
Reinstatement requires approval by a majority of the Executive Committee
Held in January to:
Elect officers and Executive Committee members
Conduct Club business
The Executive Committee may reschedule within 30 days with at least 10 days' notice.
May be called by:
The President, or
A majority of the Executive Committee
Any member who wishes to attend a meeting can reach out to any executive committee member for details
The President must call a meeting within 30 days upon written request of ten (10) Lot Assignee Members.
A quorum consists of 20% of voting members in good standing.
The Executive Committee consists of:
President
Vice-President
Secretary
Treasurer
Manager of the Greenhouse
Two Members-at-Large
All must be Lot Assignee Members.
Officers are elected annually and serve until replaced.
The President must:
Preside over meetings
Appoint committee members
Serve as liaison with outside organizations
Performs duties of the President when needed.
The Secretary must:
Record meeting minutes
Maintain membership and lot records
Make records available to members
Submit required reports annually
The Treasurer must:
Manage all Club funds
Maintain financial records in accordance with GAAP
Deposit funds promptly
Require receipts for reimbursements
Provide quarterly and annual reports
The president will appoint a nomination committee. Nominees must agree to serve.
The Executive Committee appoints replacements for vacancies.
The Executive Committee may approve expenditures up to $1,000 per transaction. Larger expenditures require member approval.
Upon dissolution, any remaining funds will be distributed to the Community Association.Â
The Club must follow all Community Association rules.
The membership and fiscal year runs from January 1 through December 31.
Lots are assigned by the President based on application date and availability. Due to demand for plots, unused or unworked plots for longer than one year may be reviewed for reassignment
Half lots are permitted
Mini plots may be assigned by the Club
Existing club members may have priority for lot assignments
Lot Assignees must:
Keep lots cultivated
Control weeds within and around the border of garden plot
Maintain access paths
First Notice: Email; 5 days to correct
Second Notice: Phone/email; additional 5 days
Final Notice: Certified letter; 5 days
Failure to comply results in reassignment and loss of deposit.
Lots may not be reassigned by members
Structures require approval
Trees require Executive Committee approval
Lot Assignee: $20 annually
Helper Member: $5 annually
Twenty (20) voting members, or
A majority of the Executive Committee
A quorum, and
A two-thirds vote of members present
