There are two things that the 20th century created to mask the fact that San Lorenzo Island is the sovereign territory of the Region and Constitutional Province of Callao: the presence on Callao's island of Peru's presidential summer home and the Navy"s commandeer-ment and quarantine of the island. Maps and postcards from 1866 and 1915 show the civilian character of San Lorenzo Island. But in 1926, the Navy built a base over the civilian settlement. Since then there has been multiple visions to refashion San Lorenzo Island as a civilian counter-balance to the sprawl and urban stress of Callao and Lima. Nearly every project ignores Callao's sovereignty and the Chalaco's right to control the destiny of San Lorenzo Island.

The GRAN ALMIRANTE GRAU lighthouse is located in the northern head of San Lorenzo Island, with an elevation of 1150 feet above sea level (350 meters)
There is also Playa Casino, an exclusive summer place for the president of Peru and his family. We will not go into politiques, but this desert beach has been the scene of more than one state history.
There are continuous published reports asserting that San Lorenzo Island has not been developed and can not be developed because of the lack of portable water and electricity. It strains the imagination and the evidence shown in above photograph that the first family of Peru when vacationing on San Lorenzo Island is left without water and lights. Why do otherwise reasonable people whip up false information aimed at hiding San Lorenzo Island's existence as sovereign territory of Callao and a welcomed economic driver of a prosperity chalaco?
Should it be as simple as favoritism accorded the military and the synergy upon the status quo by the social and physical scientists who share with the armed forces, through a 1919 coup d'etat, the empty playground of San Lorenzo Island while 30 or 40 thousand summer visitors and port expansion overwhelms the social and eco-physical fabric of La Punta and Chucuito?
What is the breaking point? When does civilian progress inherent in the sovereignty of Callao over San Lorenzo Island displace this entrenched and coup-derived bureaucracy?
